NFPE & AIPEU-GDS DECLARE




GDS MARCH TO COMMUNICATIONS MINISTER’S OFFICE (SANCHAR BHAWAN) ON 27TH JULY 2017 THURSDAY 11AM AT NEW DELHI



About 5000 Gramin Dak Sevaks will march to Sanchar Bhawan (Communications Minister’s office) demanding:



1.  Immediate implementation of Positive recommendations of Kamalesh Chandra Committee Report on GDS. Grant Civil Servant Status to Gramin Dak Sevaks.



2.  Conduct GDS membership verification immediately as more than five year is over since last verification. Stop patronizing Govt. sponsored unions.



Dear Comrades,



As you are aware, the Kamalesh Chandra Committee on GDS has submitted its report to Government on 24.11.2016. Now six months are over. The report is still pending in the Postal Board. After the approval of Postal Board the report is to be approved by Communications Minister, Department of Personnel, Law Ministry, Finance Ministry and finally Cabinet.



Government is trying to delay the implementation of the report indefinitely. It will take another one year, as per the existing file movement at Directorate. The recognised GDS Union has miserably failed and called off the indefinite strike without any settlement. Both recognised GDS Union and BMS union are indirectly supporting the Government’s plan to delay the GDS committee report and are cheating the GDS employees. NFPE and AIPEU-GDS cannot allow this situation to go unchallenged.



Similarly GDS membership verification process is also indefinitely delayed, after calling for application from the unions/Association. Already five years are over after the last membership verification. The recognised GDS Union is afraid of membership verification and has given a letter to the Postal Board to postpone the membership verification. BMS Union also don’t want verification as they will not get recognition. Thus, both recognised GDS Union and BMS Union are playing with the Government and they cannot conduct any serious agitational programmes against the Government. Only NFPE & AIPEU-GDS can fight against the negative attitude of the NDA Government.



NFPE & AIPEU – GDS has decided to organize serious agitaitonal programmes on the above two GDS demands culminating in strike. Before declaring the strike date, NFPE & AIPEU-GDS has decided to organize a massive GDS March to the Communication’s Minister’s office (Sanchar Bhawan) on 27th July 2017 at 11 AM. About 5000 Gramin Dak Sevaks from all the Circles (States) will participate in the historic Sanchar Bhawan March.



NFPE & AIPEU-GDS (CHQ) calls upon the entire Postal employees, especially Gramin Dak Sevaks, to mobile maximum number of employees and make the Sanchar Bhawan March a thundering success.



We shall not rest, till GDS employees demands are settled.

            It is to bring to your kind notice that the membership verification for regular employees of all Cadres of Department of Post was conducted since April-2015 and the whole process as per CCS (RSA) Rules-1993 was completed upto November, 2015. But it is a matter of great concern that after a lapse of one and half year of completion of entire process, the result is not being declared.

            It is therefore, requested to kindly look into the matter and cause suitable instructions to declare the result of regular Membership verification.

            An early action is highly solicited.

            But it is a matter of great concern that after a lapse of more than one year period the schedule for verification has not been issued yet.

Central Government notifies Exemption from Quoting Aadhaar / Enrolment ID to certain individuals -- PIB

The Central Government vide notification dated 11th May, 2017 has notified that the requirement of quoting of Aadhaar / Enrolment ID shall not apply to the following individuals if they do not possess the Aadhaar / Enrolment ID:
  1. An individual who is residing in the state of Assam, Jammu and Kashmir and Meghalaya. 
  2. An individual who is a non-resident as per the Income-tax Act, 1961. 
  3. An individual of the age of eighty years or more at any time during the previous year. 
  4. An individual who is not a citizen of India. 
The notification is available on the Income Tax website www.incometaxindia.gov.in.

Section 139AA of the Income-tax Act, 1961, as inserted by the Finance Act, 2017 provides for mandatory quoting of Aadhaar / Enrolment ID of Aadhaar application form for filing of return of income and for making an application for allotment of Permanent Account Number with effect from 1st July, 2017. Section 139AA (3) of the Act empowers the Central Government to notify the person(s) or State(s) to which the requirement of quoting of Aadhaar / Enrolment ID shall not apply.

AIPEU  GDS அகில இந்திய செயற்குழு கூட்டம்

    அகில இந்திய AIPEU  GDS செயற்குழு கூட்டம் கேரள மாநிலம் திருவனந்தபுரம் நகரில் BEUH  கட்டிடத்தில் 05.05.2017 அன்று நடைபெற்றது.

கூட்டத்தின் முதல் நிகழ்வாகAIPEU GDS அகில இந்திய தலைவர் தோழர் பீஜய் கோபால் சூர் கொடி ஏற்றி வைத்து செயற்குழு கூட்டத்தை தலைமை ஏற்று நடத்தினார்.

    NFPE சம்மேளனத்தின் மா பொதுச்செயலர் தோழர் R N பராசர் , மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் பொதுச்செயலர் தோழர் M. கிருஷ்ணன் கலந்துகொண்டு கடந்தகால நிகழ்வுகள் வரும் நாட்களில் நாம் எடுத்து செல்லவேண்டிய செயல்பாடுகள் குறித்து விளக்கமாக எடுத்துரைத்தனர்.

    மேலும் மே 12 நடைபெறும்   NFPE சம்மேளன செயற்குழுவில் GDS ஊழியர்களின் உறுப்பினர் சரிபார்ப்பு நடத்த வேண்டிய நடைமுறை ஓர்  ஆண்டுக்கு மேல் இலாக்கா காலதாமதம் செய்வது தொடர்பாகவும், GDS ஊழியர்கான கமலேஷ் சந்திரா தலைமையிலான ஊதியக்குழு விரைவில்  அமல்படுத்துவது தொடர்பாகவும் தெளிவான முடிவு எடுக்கப்பட்டு இயக்கங்கள் அறிவிக்கப்படும் என உறுதிப்படுத்தினார்கள். தலைவர்களுக்கு நன்றி.

மேலும் RMS 3 சங்கத்தின் பொதுச்செயலர்தோழர்  கிரிராஜ்சிங், அஞ்சல் 4ன் பொதுச்செயலர் தோழர் R .சீதாலட்சுமி மற்றும் RMS 4 பொதுச்செயலர் தோழர் P . சுரேஷ் உள்ளிட்ட பொதுச்செயலர்கள் கலந்துகொண்டனர்.

     கேரள மாநில COC செயலர் வரவேற்புரை நிகழ்த்த கூட்ட ஏற்படுகளை கேரள மாநில AIPEU GDS செயலர் தோழர் சாகு தலைமையில் சிறப்பாக செய்திருந்தனர். அனைத்து தோழர்களுக்கும் தமிழ் மாநிலம்  சார்பாக நன்றியினை தெரிவித்துக்கொள்கிரோம்.

      இறுதியாக கமலேஷ் சந்திரா தலைமையில் அமைக்கப்பட்ட AIPEU GDS ஊதியக்குழு சாதகமான பரிந்துரைகளை  விரைவாக அமல் படுத்திடவேண்டும், உறுப்பினர் சரிபார்ப்பு அறிக்கையினை விரைவாக  அறிவித்திட வேண்டும் என இரண்டு தீர்மாணங்கள்  நிறைவேற்றப்பட்டு செயற்குழு கூட்டம் முடிவடைந்தது. இக்கூட்டத்திற்கு தமிழ் மாநில செயலர் தோழர் R . தனராஜ் மற்றும் புதுக்கோட்டை பொறுப்புச் செயலர் தோழர் P . குணசேகரன் இருவரும் கலந்துகொண்டனர்.

 

AIPEU GDS - CENTRAL WORKING COMMITTEE MEETING HELD IN TRIVENDRAM ON 05-05-2017

The 3rd Central Working Committee meeting of AIPEU-GDS (CHQ) has been held on 05th May 2017 in Bank Employees Union hall, Trivendram. The meeting presided by Com.Bijoy Gopal Sur, All India President and Com.P.Muralidharan, Chairman, CoC, Kerala made welcome speech.

Com.R.N.Parashar, Secretary General, NFPE inaugurated the CWC meeting and Com.Giriraj singh, Genl Secretary, R-III, Com.R.Seethalakshmi, Genl, Secretary, P4., Com.P.Suresh, Genl Secretay, R-IV also attended and addressed.

Com.M.Krishnan, Secretary General, Confederation spoken elaborately on the organizational issues of AIPEU-GDS and the analysis of recommendations of the GDS Committee. 




The CWC meeting concluded with the unanimous resolutions on demanding the Department & Govt to implement all the positive recommendations of Shri Kamalesh Chandra Committee Report at the earliest and Immediate issuance of notification to conduct membership verification in GDS cadre.

The arrangements made by the Reception Committee for holding the CWC meeting and for the participants, invitees deserves all appreciation. CHQ conveyed heartfelt thanks to the comrades of Kerala for their support and cooperation to AIPEU-GDS.

GDS COMMITTEE REPORT – LATEST POSITION

NFPE & AIPEU-GDS congratulates all Postal employees who made the 27th April 2017 mass dharna in front of all Divisional/Regional/Circle offices, a grand success. We have raised only one demand in the dharna – Implementation of favourable recommendations of GDS Committee report.

Implementation Committee constituted by Postal Board under the Chairmanship of Member (T) who was holding charge as Member (Personnel) submitted its proposal to the Secretary (Posts). The proposal of the implementation committee is now being examined by the JS & FA (Internal Financial Advisor) of the Postal Board. After that the proposal is to be approved by Secretary, Department of Posts. Then the proposal is to be approved by Minister, Communications. After Minister’s approval it will be submitted to the nodal Ministries (Department of Personnel & Training, Law Ministry and Finance Ministry) for approval. After obtaining all the above approval only, Postal Board will prepare the Cabinet note and submit the proposal for approval of Cabinet.

Knowing very well that this is the procedure, the recognised GDS Union is creating confusion among the GDS employees. The indefinite strike notice and postponement without any concrete result was a drama to cheat the GDS. The very same General Secretary of recognised GDS Unions who earlier used to criticize other unions/Federation for postponing the strike is now going on postponing the strike again and again. After postponing the strike the GS of recognised GDS Union is advising the GDS that – “all these procedures are compulsory that will take more than a month or so”, Then why indefinite strike is declared from 25th April 2017 ? The Recognised GDS Union could not do anything, eventhough the Kamalesh Chandra Committee Report on GDS was submitted on 24th November 2016 (four months back). Now the recongised GDS Union has requested Postal Board to Postpone GDS membership verification fearing withdrawal of recognition after verification.

The Central Working Committee of AIPEU-GDS is being held at Trivandrum (Kerala) on 5th May 2017. Federal Executive of NFPE being held at New Delhi on 12th May 2017. These meetings will take decision for continued agitational programmes for implementation of positive recommendations of GDS Committee report including strike. All GDS employees are requested to strengthen AIPEU-GDS which is moving jointly with NFPE for early implementation of GDS Committee Report.
