Rule 617 of P&T Manual, Volume-II, prescribes inter alia that the Inspector of Post Offices should use simple language in his correspondence so that it can be understood by the grade of officials with whom he deals.

All India Postal Employees Union class III has brought to the notice of the Director-General that the communication being received by the ED Agents from Inspectors of Posts Offices are written in difficult language which makes it impossible for the ED Agents who are not well educated to understand and implement the instructions.

Since the intention of issuing instructions to the ED Agents in accordance with the provisions of Rule 617 ibid is to facilitate proper action by the ED Agents, it is essential that all communications emanating from the Inspectors of Post office should invariably be couched in simple language. Since the ED Agents might not happen to possess a working knowledge of Hindi or English in many cases, the practice of issuing instructions and correspondence in regional languages should be adopted.

Instructions may pleased be issued to all the Superintendents/Senior Superintendents in the Circle to ensure compliance with the above instructions. The Superintendents should, in accordance with the provisions of Rule 617, ascertain in course of their visits and inspections, compliance with the above provisions of the rules. Any lapse in the regard may be viewed seriously.
