AS THE ONLY ONE RECOGNISED GDS UNION

Dear Comrades,

                   As all of you are aware Department of Posts has commenced the process of verification of membership of Gramin Dak Sevaks for grant of recognition.  The AIPEU-GDS was formed in the year 2012 and the Federal Council of NFPE held at Hyderabad in 2013, which is the highest decision and policy making body of NFPE, has decided to grant  “Associate Membership” to the newly formed AIPEU-GDS.  For the last four years, AIPEU-GDS is functioning without recognition and joined all the programmes of NFPE including strike.  During this four year period it had conducted two All India Conferences and formed Branches in all the 22 Circles.  After formation of AIPEU-GDS, it is the first membership verification taking place.

                There is no doubt that the AIPEU-GDS will get recognition and shall become number one recognised GDS Union, with flying colours.  But that is not enough - we should make the AIPEU-GDS as the only one recognised GDS Union in the Department of Posts.  It is not impossible.

                For fulfilling the above task, all Circle/Divisional Branches of NFPE affiliated Unions/Associations and also all CHQ office bearers are hereby requested to take immediate action to implement the following directions of NFPE.

1.           It should be ensured that Circle/Divisional Unions of AIPEU-GDS is formed in all Circles/Divisions.

2.        The name, designation and official address of the Circle/Divisional Secretaries should be intimated to “Com.P.Panduranga Rao, General Secretary, AIPEU-GDS, 1, Patel Road, Shadipur, Dada Ghosh Bhavan PO, New Delhi-110 008”.  Email ID: aipeugdsnfpe@gmail.com  Mob: 09849466595.  Divisional Secretaries should inform the above particulars to Circle Secretaries also.

3.                Still there are some divisions where the branches of AIPEU-GDS are not yet formed, inspite of repeated instructions from NFPE.   All those Divisions where the branch of AIPEU-GDS is not yet formed should form the Branch Union or at least an Adhoc Committee at Divisional level with a Secretary or Convenor before 15th April 2016.  The name, designation and official address with pin code and mobile number of the newly elected Secretary or Adhoc Committee Convenor should be intimated to the General Secretary and Circle Secretary.  Wherever Circle Unions are not functioning immediate action should be taken to form a functioning Circle Union or Circle level Adhoc Committee of AIPEU-GDS.

4.                It is reported from some circles that some P3 and P4 Divisional Unions of NFPE has not taken any positive action to form the Divisional Branches of AIPEU-GDS.  Not only that in some limited divisions, the rival GDS Union, which is campaigning against NFPE and has formed separate unions for Group-C and Postmen/MTS in the name of “UNITED” to break our P3 and P4 Union and thereby to destabilise NFPE, is given all help and assistance by the some P3 and P4 Unions of NFPE and also holding joint meetings with the rival GDS Union which is no more an affiliate or Associate of NFPE.  This is not permissile and is in violation of the directions and guidelines issued by NFPE.  It is once again made clear that disciplinary action will be taken against those divisions which refuse to form the branches of AIPEU-GDS and which are still cooperating and extending all help to the rival GDS Union and conducting joint meetings.  The recognition of all such Divisional Unions which refuse to carry out the directions of NFPE will be withdrawn without any further notice.

5.                Last date for submission of application by GDS Unions for participating in the membership verification process is 31-03-2016.  AIPEU-GDS has already submitted application to the Directorate on 18-03-2016.  Please note that the name of our union is “AIPEU-GDS”.  Department may issue orders fixing the last date for submission of authorisation forms to the Divisional heads, along with the model authorisation form with the signature of an officer of the Directorate.  Immediately on publishing the authorisation form by the department all the affiliated unions of NFPE should jointly jump into action and collect maximum number of authorisation forms from GDS of each division.  As GDS are working in remote villages, action plan should be chalked out now itself, for visiting each and every Branch Post Office by the NFPE leadership, for collecting authorisation forms signed by the GDS in favour of AIPEU-GDS.

6.               AIPEU-GDS is the GDS Union of NFPE and it is the collective responsibility of all Circle/Divisional Unions of NFPE to make our GDS Union as the only one recognised union.  Let us take it as a challenge and prove that it is possible.

7.                A separate circular issued by AIPEU-GDS CHQ is also enclosed herewith.

Comrades,

If we think of it, it is very surprising that four years of time has gone, how fast,  as our AIPEU GDS (NFPE) formed in the month of April, 2012.

From the date of its formation, thousands of GDS comrades in hundreds of Divisions/Branches in 22 Circles still remained and continuing their militancy and courage with NFPE and its affiliates. None of the GDS went back or reel their membership or loyalty to the other GDS Unions. 

With great sacrifice and commitment every member of our Union followed the foot-steps of united struggles of working class in general and postal in particular for the last four years. Not only exclusive GDS demands but also common cause of demands , number of struggles our union has participated during this period.

Even though many of our companion GDS members of other unions commented like anything about the RECOGNITION of our union, with bare-foot we walked with the support and cooperation of Departmental unions, Federations in postal, other working class organizations and all other Central Govt organizations including Railways & Defence. 

In many divisions/branches/circles Biennial conferences are going on and  two All India conferences were held, obviously, the formation of our AIPEU-GDS branches are continuing to fly our flag in all divisions & Circles.

We laid and build a pucca foundation to our Union with the recognition of large membership of GDS in almost all divisions/Circles, in which it extended to Departmental Unions, Federations, Postal JCA, Confederation of Central Govt Employees, National  JCA and many other Trade Unions, what else, except to participate in the verification process to get RECOGNITION  from the Dept & Government.

Even though our Union conducted individual struggles viz., Dharna programmes at all levels, Parliament March etc.,  we are not alone. We shouldered with NFPE, Postal JCA, Confederation, NJCA  in many struggles for the cause of GDS besides all Central Govt Employees & working class of this nation.

Simultaneously, except our Union, with the cooperation of NFPE, started ‘Legal battle’ by filing a historic case in SUPREME COURT for getting Civil Servant Status to Gramin Dak Sevaks. Even though it may take some time, the Dept & Govt are bound enough to implement the privatization policies namely, franchising the BOs etc., in the rural net work that which caused the continuance of rural postal system in this country.

GDS are in the toughest situation now. You are well aware of much news heard about 7^th CPC recommendations. Our GDS Committee is also to be in touch with 7^th CPC as referred in the Terms of Reference. Except UNITY with our postal working class, we cannot march forward.

Our Union has elevated to a higher level with its militancy and larger participation of membership in all the struggle programmes for the last four years.

Now the time has come to prove our strength and ability to get RECOGNITION as number ONE union among GDS cadre Unions.

Our sacrifice for the last four years has to become fruitful.

It has no other option except to franchise your declaration / authorization in favour of AIPEU-GDS.

A letter dated 04-03-2016 was addressed by the SR Section of the Directorate, Dak Bhawan, New Delhi to The General Secretary, AIPEU GDS (NFPE). Accordingly, AIPEU GDS (NFPE) CHQ submitted its application in the name* of AIPEU-GDS to participate in the ensuing verification process for RECOGNITION OF SERVICE ASSOCIATIONS under EDA (RA) Rules, 1995.

Soon after notification and publication of "Membership Form" Keep in pace with obtaining declaration / authorization from the GDS members with a bonafide  form & signature.

இலாக்கா உயர்மட்ட அதிகாரிகள் கூறியபடி, புதிதாக இரண்டு SERVERகள் நிறுவப்பட்டு செயல்பாட்டிற்கு வந்தால் மட்டுமே இதில் உரிய   முன்னேற் றத்தை எதிர்பார்க்கலாம். இதற்கான வேலைகள் நடந்துகொண்டு இருப்பதாக உயர்மட்ட அதிகாரிகள்  தெரிவித்துள்ளனர். இந்தப் பிரச்சினை யைத் தாண்ட சில நாட்கள் ஆகலாம். இல்லையேல் வேலை நிறுத்தம் ஒன்றே வழி.

CBS Business Continuity Plan (BCP) DOCUMENTS

Q. What is BCP?

BCP is an alternative to accept some transactions from the customers when Finacle Application will not be accessible in all CBS Post Offices. 

 Q. When BCP is to be invoked?

BCP will be invoked through an order issued by F.S. Division of Postal Directorate to CEPT Team to enable special BCP Menus.

Q LIST OF transactions which can be accepted during BCP

Following type of transactions can be accepted during BCP:-
(1) Deposits in Savings Account.
(2) Deposits in RD Account opened and operated directly (not through MPKBY Agents)
(3) Deposits in PPF Accounts.

Q. Procedure for accepting transactions during BCP:-

¨ When mail is received from CEPT Team/Circle SPOC regarding use of BCP, deposit transactions by cash are to be accepted in Savings Accounts, RD Accounts (other than opened by MPKBY Agents) and PPF Accounts standing in the same post office (no Intersol transaction).

¨ On the Deposit Form (Pay-in-Slip), customer should be asked to write his/her mobile number or landline Number and last balance.

¨ While accepting cash, no entry should be made in Passbook but counterfoil of Deposit Form should be given to customer duly date stamped and signed by PA.

¨ Account number and amount deposited should be entered in Excel Format attached with this mail and also given in below.

¨ In the Excel sheet, scheme can be selected either as SB or Rd or PPF. After completion of data entry of transactions, print out of the excel file should be taken.

¨ When Finacle Access is restored or counter hours are over, click on “Generate File” in the excel format.

¨ It will create a .txt file showing scheme type i.e SB or RD or PPF, date in DDMMYY format and total amount of transactions in D/. 

¨ After this step, while browsing in the relevant menu, this file should be uploaded in the relevant menu as shown in the below screen shots. It is to ensured that only that day's file is uploaded by confirming date and total amount from the file name.

¨ Supervisor has to verify these transactions by using menu HTV.

¨ After verification, these transactions would appear in relevant LOT and consolidation.

¨ Report of success and rejected records can be seen from reports in HPR. If any transaction is rejected during upload, Deposit Slip of that transaction should be kept separately and customer should be contacted over phone (phone number written on the deposit slip).

¨ Cash of these transactions should be kept out of account alongwith vouchers.

¨ As and when customer comes, corrections should be got done in the Deposit Slip and transaction along with cash should be accounted for in Finacle.

நமது அஞ்சல் மூன்று  மாநிலச் சங்கத்தின் மூலம் ஏற்கனவே கடந்த 23.3.2016 அன்று ஒரு கடிதமும்  கடந்த 28.3.2016 அன்று ஒரு கடிதமும் அளித்துப் பேசியிருந்தோம். முதலாவது கடிதத்தில் வைக்கைப்பட்ட கோரிக்கைப்படி கடந்த GOOD FRIDAY  அன்று காஞ்சிபுரத்தில் வைக்கப் பட்ட MELA  அன்றைய தேதியில் ரத்து செய்யப்பட்டது. 

அதேபோல  கடந்த 27.03.2016 ஞாயிறு அன்று சென்னை பெரு நகர மண்டலத்தில் SPECIAL SB COUNTER  பல அலுவலகங்களில் வைத்திட உத்திரவிடப்பட்டிருந்தது. இந்த உத்திரவையும் ரத்து செய்திடக் கோரியிருந்தோம். இதில் விருப்பமில்லாத எந்த ஒரு ஊழியரையும் கட்டாயப் படுத்தி பணி செய்திட அழைக்கக்  கூடாது ,  என்ற உத்திரவை நிர்வாகம் அளித்தது. அதன்படி பெரும்பாலான அலுவலகங்களில் ஊழியர்கள் பணி  செய்திட வரவில்லை. ஒரு  சில அலுவலகங்களில் விருப்பமுள்ள ஊழியர்கள் மட்டுமே பணிக்கு  வந்தனர்.

நம்முடைய இரண்டாவது கடிதத்தின் அடிப்படியில் , எதிர்வரும் 1.4.2016 அன்று FINACLE  சரிவர  இயங்காத நிலையில், ஊழியரின்  ஊதியம் பணப் பட்டுவாடாவாக செய்திட உத்திரவு பெற்றுள்ளோம். கடந்த ஆண்டு போல அல்லாமல் விரைந்து முடிவெடுத்த  நம்முடைய  CPMG  அவர்களுக்கு நம்முடைய  நன்றி.  ஓய்வூதியர்களுக்கான முடிவினையும் விரைந்து எடுத்திட  வேண்டுகிறோம். உத்திரவின் நகல் கீழே  காண்க .

கடந்த 18.03.2016 அன்று AIPEU  GDS பொதுச்செயலர் தோழர் P. பாண்டுரங்கராவ் மற்றும் NFPE சம்மேளன மாபொதுச்செயலர் தோழர் R.N. பராசர் இருவரும் GDS ஊதியக்குழு செயலர் திரு. T.Q. Mohd அவர்களிடம்  நமது ஊதியக்குழு அறிக்கையை அளித்தனர்.

Memorandum was submitted on 18th March 2016 to Sri T.Q.Mohd., Secretary, GDS Committee for revision of wages and other service conditions of GDS employees. Com. P.Pandurangarao, G.S.AIPEU GDS. (NFPE) presented the case very effectively. Secretary GDS COMMITTEE gave positive assurances.

            Further, application for membership verification was also submitted to Dept. of Posts New Delhi.

             All Comrades are requested to make maximum efforts to make AIPEU GDS NFPE as no.1 Union.

AS PER THE DECISION ANNOUNCED DURING THE GDS CONVENTION HELD AT TRICHY ON 28.02.2016, AS A FIRST STEP,  TN NFPE COC HAS DECIDED TO CONDUCT A STATEWIDE DEMONSTRATION AT ALL H.O.s/D.O.s/UNITS PRESSING THE 12 POINT CHARTER OF DEMANDS.

1. PL. STOP THE 'TORTURE' UNLEASHED AGAINST THE EMPLOYEES INCLUDING

    GDS   IN THE NAME OF TARGET.

2. PL.TAKE DISCIPLINARY ACTION AGAINST THE GROUND LEVEL OFFICERS, WHO 

    ARE PRESSING THE EMPLOYEES TO OPEN Rs. 10/- DENOMINATION RD 

    ACCOUNTS IN LARGE FROM A SINGLE DEPOSITOR, THEREBY CHEATING THE 

    DEPARTMENT AND THE MINISTRY OF FINANCE. PL GET THE INFORMATION

    OF SUCH DIVISIONS/OFFICES AT CPC.

3. PL.RAISE THE BANDWIDTH  AT ALL 'C' AND 'B' CLASS OFFICES IMMEDIATELY AS

    PER THE ORDERS OF THE DEPARTMENT.

4. PL.TAKE ACTION AGAINST THE 'INFOSYS' FOR THE CONTINUED 'SLOWNESS' IN 

    FINACLE,   INSTEAD  OF  FIXING  RESPONSIBILITY  ON  THE  GROUND    LEVEL 

    OFFICIALS ON PUBLIC COMPLAINTS. 

5. PL TAKE ACTION AGAINST 'INFOSYS'  FOR THE  CONTINUED  SLOWNESS    IN     

    'MC CAMISH' FOR THE PAST ONE MONTH, SINCE NOTHING CAN BE MOVED IN 

    THE RPLI / PLI DRIVE PERIOD, RESULTING IN HUGE LOSS TO THE DEPT .

6.  PL.IMPLEMENT THE ORDER OF THE DTE. ON "BUSINESS HOURS" AT ALL THE 

     OFFICES.

7.  PL STOP REDEPLOYMENT OF ANY POSTMAN POST WITHOUT SCIENTIFIC

     ASSESSMENT OF  THE WORK LOAD; PL.  DONT COMBINE THE BEATS.

8.  PL.PROVIDE SUBSTITUTES  IN POSTMAN & MTS IN ALL THE CLEAR / LEAVE 

     VACANCIES, WITHOUT IMPOSING ANY RESTRICTIONS.

9.  PL.TAKE IMMEDIATE ACTION ON THE MEMORANDUM SUBMITTED BY RMS 

     EMPLOYEES OF CENTRAL REGION . PL.INITIATE DISCUSSIONS WITH THE

     STAFF UNIONS AND SETTLE THE ISSUES. DONT VICTIMISE THE EMPLOYEES,

     WHO ARE ON STRUGGLE FOR  SETTLEMENT OF THEIR GENUINE DEMANDS.

10. PL. ASSESS ALL THE  VACANCIES AS PER THE DIRECTORATE ORDERS AND

     TAKE  IMMEDIATE ACTION TO FILLUP ALL THE VACANT POSTS. PL. FORM 

     ASSESSMENT COMMITTEE IMMEDIATELY AND INCLUDE STAFF  SIDE 

     REPRESENTATIVES IN THE COMMITTEE TO AVOID ANY IRREGULAR 

     ASSESSMENT OF VACANCIES AS IN THE CASE OF PAST SEVERAL YEARS.

11.PL. CONSULT THE REPRESENTATIVES OF STAFF UNIONS BEFORE MAKING ANY 

     CHANGES IN RMS OPERATIONS/UNITS.

12. PL. GRANT FINANCIAL ASSISTANCE FROM WELFARE FUND TO THE APPLIED

      AND AFFECTED GDS DURING THE DECEMBER'15 FLOOD, WITHOUT ANY

      FURTHER DELAY.

தோழர்களே ! அனைத்து  கோட்ட/ கிளைகளிலும்  NFPE இன் அனைத்து  உறுப்புச்  சங்கங்களையும்   உள்ளடக்கி , தவறாமல்  இந்த     முதற்கட்ட 

கோரிக்கை  முழக்க  ஆர்ப்பாட்டத்தை  நடத்திட வேண்டுகிறோம்.

India Post selects Deloitte as consultant for payments bank

India Post has selected Deloitte to advise it on setting up a payments bank and an agreement between the two will be signed on March 14. 

The Public Investment Board has already approved the Rs 800-crore proposal of India Post and in 15 days, it will go to the Cabinet for final approval. "We have selected Deloitte as the consultant for payments bank. The agreement will be signed on March 14," an official in the Department of Post (DoP) told PTI. 

India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services. 

The pilot for the payments bank is set to start from January and the full-fledged operations will start by March. As many as 40 international financial conglomerates including World Bank and Barclays have shown interest to partner the postal department for setting up the bank. 

Reserve Bank had granted payments bank permit to the department, which is already into providing financial services and has 1.55 lakh branches across the country.

Comrades,

            The National Joint Council of Action (Railway,Defence, Confederation & Postal) Meeting was held on 07.03.2016 at NC –JCM Office -13-C- Firozshah Road New Delhi.

            The NJCA discussed in detail  the situation arisen  after  the declaration of  State Assembly  election in  5 States as the  election  Code of conduct  has  come in to effect.

            The NJCA also reviewed the discussion in the meeting of Empowered Committee   of Secretaries  headed by Cabinet Secretary  on 1^st March -2016 wherein  the Cabinet Secretary  had requested  for some more time to arrive at conclusion on the Charter of demands  raised by the NJCA.

            The meeting  has reached to the conclusion  that it will not be feasible to conduct  strike  during  election  period  and  remain stic  to the  date of strike as 11^th  April-2016.

            Considering the fact that as per Section 22 of Industrial Dispute Act 1947 with regard to the validity of the strike notice which is not more than six weeks from the date of serving the strike notice. It was also decided that issues of serving strike notice and strike date should be reconsidered.

            Keeping in view all the above facts the NJCA took the following decisions unanimously:

1.         The Indefinite Strike shall commence from 06 a.m.  on 11.07.2016 (11^th     July,2016).

2.         The Strike Notice will be served on 09^th June, 2016.

3.         Massive demonstrations should be held in all work place on 11^th March-2016 in support   of strike Charter of demands.

4.         The decision of NJCA would be communicated to Cabinet Secretary.

The campaign programme of All India leaders as declared earlier is postponed.

            Fresh Campaign programme will be given later.

2017 மார்ச்-ல்  அனைத்து 1.5 லட்சம்  அஞ்சல் அலுவலகங்களும்Rs 4909 கோடியில் கணினிமயமக்கப்படுகிறது

In one of biggest push for Digital India, Government has decided to digitalize 1.5 lakh post offices across India; which includes 1.3 lakh post offices in rural areas.

A budget of Rs 4909 crore has already been allocated for this project, which would be completed by March, 2017.

Special emphasis has been laid on rural post offices, called Gramin Daak Sewak post offices so that the advantages of Digital India is spread far and wide. As per reports, BharatNet project, which aims to connect all villages with broadband internet would be the backbone of this special digitalization drive.

Setting up of a centralized data center, connecting all post offices with intranet, advanced disaster management and data recovery systems are some of the processes which would be implemented to make India Post one of the most technologically advanced platform in the whole world.

Telecom and IT Minister Ravi Shankar Prasad informed the Parliament that Telecommunication Consultant India Limited ( TCIL) shall be the provider of handheld devices while RICOH India Limited would provide the technology.

Interestingly, Infosys has been given the contract to be ‘Rural System Integrator’.

A special mobile app would be launched, which would enable India Post’s payment banking as well.

Postman Goes Digital As Well

The image of the postman has been quite traditional as of now: a guy in khaki uniform carrying a brown bag on a cycle.

But soon, this image will be drastically change. Postman across India would be provided with handheld devices, which would be connected with the national data centers via SIM card. It would be powered by solar power, and he would be trained to help the rural users to deposit money, withdraw money and provide financial services as well.

We have already reported that India Post is turning into a banking enterprise, especially after it received the banking license from RBI.

India Post’s first saving bank ATM is already launched in Chennai.

Story So Far..

India Post has actually surpassed SBI in implementing the advanced ‘core banking solution’ as 18,231 post offices have been enabled with this new way of banking.

In April 2013, India Post had established their first data center in Mumbai, and as of now, 25,297 post offices are connected with this IT infrastructure.

In Mysore, disaster recovery system was installed last year, which would be now expanded.
