நமது கோரிக்கை வெல்வதற்கு முதல் முத்திரை பதித்த  முன்னால் அகில இந்திய பொதுச் செயலாளர்அஞ்சல் 3 தோழர் KVS . அஞ்சல் 3 செயலர் தோழர் J R , அஞ்சல் 4 செயலர் தோழர் G .கண்ணன் . நல்லமுறையில் தமிழக அஞ்சல் தோழர்களை ஒருங்கினைத்து நல்ல தகவல் பரிமாற்றம் மற்றும் சென்னை நகர் பகுதியில் கவர்னர் முதல் பாராளுமன்ற உறுப்பினர் மற்றும் அரசியல் பிரமுகர்களை சந்தித்து ஒரு தொழிற்சங்க தமிழக தளபதியாக COC ன் கன்வீனராக பொறுப்பேற்று முதல் பணியாக நமது GDS தோழனின் தோளோடு தோளாக நின்று களம் கண்ட RBS என்று அன்பாக அழைக்கப்படும் கணக்கு பிரிவு மாநில செயலாளர் தோழர் R B.சுரேஷ் மற்றும் தலைவர் B.பரந்தாமன் CCL மாநில செயலாளர் தோழர் சிவகுருநாதன் உள்ளிட்ட COC ன் உறுப்பு சங்க செயலாளர்களுக்கு மாநில AIPEU GDS சங்கம் நன்றி சொல்ல கடமை பட்டுள்ளது. மேலும் சம்மேளன உதவி மா பொதுச்செயலாளர் தோழர் ரகுபதி ,  அகில இந்திய உதவி பொதுச்செயலர் அஞ்சல் 3 தோழர் A.வீரமணி, அவ்வப்போது நமது போராட்ட இயக்கங்களில் முழுவதும் கலந்து கொண்டு தனது சொல் வன்மையால் ஊழியர்களை தொடர்ந்து வேலை நிறுத்தத்தில் ஈடுபாடாக இருக்க ஊக்கம் கொடுத்த மத்திய அரசு ஊழியர் மகா சம்மேளனத்துடைய தமிழக பொதுச்செயலாளர் தோழர் துரைபாண்டியன் அவர்களுக்கும் தமிழக    உள்ளிட்ட அனைத்து   

தோழர்களே வணக்கம்.
இலாக்கா. GDS ஊழியர்களுக்கு இழைக்கப்பட்ட அநீதி

தோழர்களே. 27-6-18 அன்று  இரண்டு ஆணைகள் வந்துள்ளது. மகளிர் தோழியா் 180 நாள் இரண்டு குழந்தைக்கும், இரண்டுக்கு மேல் 45 நாட்களுக்கு ஊதியத்துடன் பேறுகால விடுப்பு 1-7-2018 முதல் தான் வழங்கப்படும்.

பணி முறிவு தொகை 1.1.16 க்கு பிறகு ஆண்டுக்கு,ரூபாய்.4000/-, 31.12.2015க்கு முன்பு பணி புரிந்த ஆண்டு ஒன்றுக்கு ரூபாய். 1500/- என வழங்கப்படும். அதிகபட்சம் 1,50,000/-(இந்த தொகை இன்னும் சுமார் 25 ஆண்டுகள் பணி செய்யக் கூடிய தோழர்களுக்குத் தான் கிடைக்கும். (உ-ம்) 2015 வரை 35 ஆண்டுகள் பணியாற்றிய தோழர் ஒருவருக்கு 1500*35= 52500/- மீதி ரூபாய் 97500/- பெற மீண்டும் சுமார் 25 ஆண்டுகள் (ரூபாய் 4 ஆயிரம் வீதம்) பணி செய்ய வேண்டும், அப்படியானால் 80 வயது வரை அரசு வேலை வழங்குமா??? அப்படி என்றால் யாருக்கு கிடைக்கும் ரூபாய் 1,50,000/-?????

Gratuity தொகை.ரூபாய்.60 ஆயிரம் என்பது 1லட்சத்து 50 ஆயிரம் என ஆணை வெளியிடப்பட்டுள்ளது.

SDBS என்ற பென்சன் திட்டத்தில் மாதா மாதம் நிர்வாகம் நமக்கு நமது அலுவலக பென்சன் கணக்கில் ரூபாய் 200/- செலுத்தி வருகிறது, அதை அடுத்த மாதம் 01.07.18 முதல் ரூபாய் 300/-செலுத்த இருக்கிறது, அதற்கு சமமாக விருப்பம் உள்ள தோழர்கள்  கட்டிக்கொள்ளலாம். இந்தக் கணக்கு NSDL என்ற நிர்வாகம் நிர்வகித்து வருகிறது.ஆனால் எந்த ஆண்டு முதல் யாருக்கு எவ்வளவு பென்சன் வழங்கப்படும் என்பது புரியாத புதிராக இருக்கிறது, விரைவில் இதற்கு நிர்வாகத்திடம் விளக்கம் கேட்கப்படும்

கமலேஷ் சந்திரா கமிட்டியின் பரிந்துரை அமல்படுத்தப் பட்டு இருந்தால், சட்டப்படி நமது பணி ஓய்வு பெறும் போது 33 ஆண்டுகள் பணியாற்றிய ஊழியர்களுக்கு கடைசி மாத ஊதியத்தில் 16.5 மாத ஊதியம் கிடைக்கும். 20 ஆயிரம் கடைசி மாத ஊதியம் எனக் கொண்டால் 20000*16.5=3,30,000/-கிடைக்கும். இதிலும் நிர்வாகம் ஏமாற்றி விட்டது.  இவை யெல்லாம் விரைவில் சரி செய்திட நமது செயற்குழுவில் சரியான முடிவு எடுக்கப்படும்,   கடந்த நடராஜமூர்த்தி கமிட்டியின் அறிக்கையை  இதே அரசு அப்படியே நடைமுறை படுத்தி ஊழியர்களை வஞ்சித்து ஏமாற்றியது இம்முறை கமிட்டியின் அறிக்கையை அப்படியே அமுல்படுத்தப் படாமல் சாதகமான அனைத்தையும் நீக்கி பாதகமாக, ஊழியர்களுக்கு எதிராக ஒரு அறிக்கை தயாரித்து அதை  உத்தரவு போட்டுள்ளது. ஆகவே அரசு நம்மை போராட்டத்தில் தள்ளிவிட்டது ! போராட்டத்திற்கு மீண்டும் தயாராகுங்கள். என்றும் உங்களோடு மாநிலச் செயலாளர் R.தனராஜ்

ஊதிய நிர்ணயம்

இன்று வெற்றிகரமான வேலைநிறுத்தம் 16 ம் நாள் நடந்த நேரத்தில் ஊதியக்குழு அறிக்கை மந்திரிசபை ஒப்புதல் என்ற தகவல் கிடைத்தது 

Cabinet approves Revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts

The Union Cabinet chaired by Prime Minister Shri Narendra Modi today has approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts.

The revision in the wage structure would entail an estimated expenditure of Rs 1257.75 crore (Non-recurring expenditure - Rs 860.95 crore and Recurring expenditure of Rs.396.80 crore) during 2018-19.

3.07 lakh Gramin Dak Sevaks will be benefitted by this wage revision.

Details:

1. Time Related Continuity allowance (TRCA) structure and slabs have been rationalised.  The total GDSs have been brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters namely Assistant Branch Postmaster (ABPMs).
2. The present 11 TRCA slabs will be merged into only three TRCA Slabs with two levels each for BPMs and other than BPMs.
3. Introduction of new Time Related Continuity Allowance (TRCA) will be as below:

Minimum TRCA of two types of proposed categories of GDSs as per working hours / levels

4. Dearness Allowance will continue to be paid as a separate component, and also revised from time to time whenever it is revised for Central Government Servants.
5. It is decided to continue the calculation of the ex-gratia bonus by applying the calculation ceiling of Rs.7000 as basic TRCA + DA till such time a new scheme is devised.
6. Arrears for the period 1.1.2016 to the date of implementation will be paid by increasing the basic TRCA drawn during the period by a factor of 2.57. The arrears will be paid in one instalment.

• vii. Annual increase at the rate of 3% and the same may be given on 1st January or 1st July of every year as the case may be based on the one time written request of GDSs.

8. A new Risk and hardship Allowance has been introduced. Other allowances Viz. Office maintenance allowance, Combined duty allowance, Cash conveyance charges, Cycle maintenance allowance, Boat allowance and Fixed Stationery Charges have been revised.

Implementation strategy and targets:

The revision would result in improving the wages, allowances and discharge benefits of Gramin Dak Sevaks resulting in providing efficient & cost-effective basic postal facilities in the rural area. The proposed increased emoluments will enable him to improve his socio-economic standing.

Impact:

The Branch Post Offices are the fulcrum for provision of Communications and financial services in the village and are located in remote areas. The Post Master has to deal with large sums while making payments to customers; hence accountability is already built into his work. The enhanced remuneration will increase the sense of responsibility. Moreover, with the roll out of the India Post Payment Bank (IPPB), the CDS network is expected to play a key role in the process of financial inclusion of the rural population.

Background:

The Extra Departmental system in the Department of Posts was established more than150 years ago to provide basic, economical and efficient postal services in the rural areas where there was no justification for engaging full time regular employees. One Lakh Twenty-Nine Thousand Three Hundred forty-six (1,29,346) Extra-departmental Branch post offices are primarily manned by Gramin Dak Sevak Branch Postmasters. In addition, Gramin Dak Sevaks other than Branch Postmasters are also working in Branch, Sub and Head Post offices. The main features of the engagement of Gramin Dak Sevaks are that they work for part time ranging from 3 to 5 hours per day and supplement their income from other vocations so as to have adequate means of livelihood for themselves and their families. They remain in service up to the age of 65 years.

GDS ஊழியர்கள் வேலைநிறுத்தமும் மத்திய அரசின் நிலையும் 

அஞ்சல் துறையில் இதுவரை அதனுடைய வருவாயில் 70 சதம் ஈட்டித் தரும் GDS ஊழியனுக்கு அவர்கள் உழைத்த பணத்தில் ஊதியக்குழு பரிந்துரை செய்த அறிக்கையின் படி      01.01.2018 முதல் ஊதிய மாற்றம் செய்து

தர மத்திய அரசு தயாரில்லை , தனி நபரை நியமித்து ஏதோ குளறுபடிகள் செய்து, ஏதோ அரசு கொடுத்ததை பெற்றுக்கொள்ள வேண்டும் என்று நம்மை நிர்பந்திக்க நினைக்கும் மத்திய அரசுக்கு பாடம் புகட்டுவோம் வேலைநிறுத்தம் வெல்லட்டும் மாநிலச்செயலர்

GDS UNIONS' INDEFINITE STRIKE WILL CONTINUE FOR 12th DAY

An informal meeting held with the Officers of the Postal Department today at 4.00pm in Directorate. Shri Tilak De, Addl DG., Shri Sailendra Dashora, DDG(SR&Legal), Smt.Smrithi Saran, DDG (Estt) were present.

Com.P.Pandurangarao, G/S, AIPEU-GDS.,  Com.S.S.Mahadevaiah, G/S, AIGDSU., Com.P.U.Muralidharan, G/S, NUGDS., Com.B.V.Rao, AGS, AIGDSU attended from Unions' side.

The proposal for an honourable settlement for conclusion of the indefinite strike by GDS Unions for the last 11 days was not agreed by the Officers. The proposal for withdrawal of the strike from Administration side was not agreed by the General Secretaries of GDS Unions.

All GDS Unions decided to continue the indefinite strike.

We have focused the resentment and disappointment of lakhs of GDS busted out  in today's 'March to Sanchar Bhawan' programme. But in vain.

We have decided to continue the indefinite strike till an honourable settlement is reached.

The GDS CHQs are receiving reports from all Circles everyday. All the Circle Secretaries / CHQ Office bearers are informing the day to day activities of our Unions at field level.

Till this hour no confusion or wavering among the GDS employees on the continuation of the indefinite strike. With all determination GDS employees are participating in the strike. This should be ensured till conclusion.

All the CHQ office bearers, Circle / Division / Branch Secretaries / Conveners / active comrades of GDS unions and well wishers / supporters of  GDS are requested to keep the tempo till decision arrived from GDSs CHQs.

நிர்வாகம் இதுநாள்வரை நம்மை சுரண்டி தன்னை வளர்த்துக்கொண்டு ரூ .6000/- கோடி நட்டம் என கூறி வந்துள்ளது என்பது அனைவரும் அறிந்தது , அதையே கோட்ட நிர்வாகம் ஆண்டுதோறும் கூறி நம்மை சுரண்டி பல லட்சம்   RPLI பாலிசிகள் பிடிப்பது பல்லாயிரம் கணக்குகள் துவங்குவது உள்ளிட்ட பல வேலைகளை ஆண்டுதோறும் செய்து இலாக்கா நட்டத்தை சரிகட்டிவிடலாம் என சொல்லி வந்த நிலையில், தற்போது இலாக்கா செயலர் DG 2017-2018 ல் ரூ .12413.61 கோடி பற்றாக்குறை ( நட்டம் ) என கூறுகிறார் .

நமக்கு வீட்டு வாடகை கொடுத்ததா ?

அலுவலக வாடகை கொடுத்ததா ?
அலுவலக மின்சார கட்டணம் கொடுத்ததா ?

GDS ஊழியர் மருத்துவ செலவை நிர்வாகம் கொடுத்ததா ?

சட்டபூர்வ பணிக்கொடை கொடுத்ததா ?

நிர்வாகம் நட்டம் என்றால் எப்படி ஏற்பது . அதற்கு GDS ஊழியர்கள் பொறுப்பில்லை இதுவே உண்மையும் நிஜமும். 

ஆகவே ஊழியர்களே இலாக்கா நட்டத்திற்கும் நமக்கும் சம்மந்தம் இல்லை, அதனால் தான் கேட்கிறோம் 10 ஆண்டுகளுக்கு ஒருமுறை வழங்கிடும்  ஊதிய மாற்றத்தை உடனே வழங்க போராடிவருகிறோம். 12 வது நாளாக வேலைநிறுத்தம் செய்கிறோம் , நாட்கள் கணக்கில்லை கோரிக்கை வெல்வதே நமது இலக்கு , 

நாடுமுழுவதும் மிகவும் சிறப்பாக கொஞ்சமும் தளராமல் வேலைநிறுத்தம் 92 சதவீதத்திற்கு குறையாமல் ஊழியர்கள் முழு வீச்சியுடன் கலந்துகொண்டு நமது ஒற்றுமையை நிலைநாட்டியுள்ளனர் .

அதுபோல தமிழகத்திலும் தொடர்ந்து அனைத்து கோட்டங்களிலும் பல்வேறு போராட்டங்களை செய்து ஊழியர்கள் தனது ஒற்றுமையை நிலைநாட்டி வருகிறார்கள் . அனைவருக்கும்  அகில இந்திய சங்கத்தின் சார்பாகவும் மாநிலசங்கத்தின் சார்பாகவும் வீர வாழ்த்துக்களை தெரிவித்துக்கொள்கிறோம்.

அனைத்து ஊழியர்களும் தொடர்ந்து போராட்டம் முழு வீச்சியில் மேலும் மேலும் அதிகரிக்க வேண்டும் என மாநிலச்சங்கம் கேட்டுக்கொள்கிறது .
