அஞ்சல் இணைப்புக் குழு சார்பில்(NFPE ,FNPO )  7 கோரிக்கைகளை முன் வைத்து அதற்க்கான  அறிக்கை   வரும் 11.03.2016 நமது இலாக்கா முதல்வரிடம் கொடுப்பதாக முடிவெடுக்கப்பட்டு நான்கு கட்ட இயக்கங்களை நடத்திட இரு சம்மேளன உறுப்பு சங்கங்களுக்கும் அறிவுறுத்தப்பட்டுள்ளது.

நமது கோரிக்கை:  

இலாக்கா உழியர்கள் பெறும் அனைத்து சலுகைகளும்,அதேபோல் அவர்கள் பெறும் ஊதியம் உள்ளிட்டவைகள்,  அதே மாதிரியான வேலையை செய்யும் GDS ஊழியர்களுக்கு அவர்கள் செய்யும் மணிக்கு ஏற்ப சரி விகிதத்தில் ஊதியம் மற்றும் இதர சலுகைகள் வழங்கிடு 

நான்கு கட்ட இயக்கங்கள் 

1. 11.03.2016 உணவு இடைவேளை தார்ணா கோட்ட மட்டங்களில்  நடத்தி கோரிக்கை மனு அளித்தல்.

2. 18.03.2016 கோட்ட மட்டங்களில் தார்ணா.

3.  06.04.2016 மாநில நிர்வாக அலுவகலம் முன் தார்ணா.

4.    11.04.2016 முதல் கால வரையற்ற   வேலை நிறுத்தம்

            All General secretaries/CHQ Office Bearers

            All Circle/Divisional and Branch secretaries of all NFPE/FNPO unions.

Dear Comrade,

            An emergent   meeting of PJCA with available General Secretaries of both Federations (NFPE& FNPO) was held at NFPE office 1^st Floor North Avenue Post Office Building, New Delhi.

            After detailed discussion it was decided that along with NJCA programme , the following programme will be  organized on Postal   Charter of demands as mentioned below :

CHARTER OF DEMANDS

1.         Settle all 7^th CPC related demands submitted by NJCA.

2.         Grant of Civil Servant status and all benefits of Departmental employees on pro-rata basis to Gramin Dak Sewaks.

3.         Upgradation of Pay Scales of various cadres of Postal department by modifying the retrograde recommendations of the 7^th CPC.

4.         Implement Cadre restructuring agreements already signed before implementation of 7^th CPC report.

5.         Filling up of all vacant posts by conducting special recruitment in all Cadres of Department of Posts.

6.         Settlement of problems arisen due to roll out of CBS and CIS.

7.         Regularization of service and payment of revised wages of Casual labourers w.e.f. 01.01.2006.

PROGRAMME

            The following programme of action was chalked out:

(i)         Submission of memorandum by organizing lunch hour demonstration in front of  all Divisional offices and submission of memorandum to Secretary  Posts on 11.03.2016.

(ii)        Dharna in front of all Divisional offices on 18.03.2016.

(iii)       Dharna in front of all CPMG offices on 06.04.2016.

(iv)       Indefinite Strike along with NJCA on 11.04.2016.

            A joint letter by both Federations will be submitted to Secretary Department of Post on Pay commission  related issues and Cadre restructuring , 7 Point Charter of demands and Memorandum will be submitted  on 11^thMarch 2016.

           

            To mobilize and make the demands popular among the members, the following campaign programme will be launched by NJCA leaders in the following state capitals as mentioned below:

Casual Labour களின் நியாயமான கோரிக்கைகளை முன் வைத்து டில்லி ஜந்தர் மந்தரில் தர்ணா போராட்டம் கடந்த 09.02.2016 அன்று நடைபெற்றது. முன்னால் NFPE சம்மேளன பொதுச் செயலரும் மத்திய அரசு ஊழியர் சம்மேளன பொதுச்செயலருமான தோழர் M . கிருஷ்ணன் அவர்கள் கலந்துகொண்டு உரையாற்றினார்.

 Casual Labour களின் நியாயமான கோரிக்கைகளை முன் வைத்து டில்லி ஜந்தர் மந்தரில் தர்ணா போராட்டம் கடந்த 09.02.2016 அன்று நடைபெற்றது. முன்னால் NFPE சம்மேளன பொதுச் செயலரும் மத்திய அரசு ஊழியர் சம்மேளன பொதுச்செயலருமான தோழர் M . கிருஷ்ணன் அவர்கள் கலந்துகொண்டு உரையாற்றினார்.

அகில இந்திய அஞ்சல் GDS NFPE  ஊழியர்கள் தமிழ் மாநில சங்கத்தின்,  மாநில கருத்தரங்கம் வருகிற பிப்ரவரி 28 ம் தேதி மத்திய மண்டலத்தில் நடைபெறவிருக்கிறது. அந்த கருத்தரங்கத்தில் அணைத்து கோட்ட, கிளை களில் இருந்து அதிக தோழர்,தோழியர்களுடன் பொறுப்பாளர்களுடன் கலந்துகொண்டு சிறப்பிக்க தயாராகுமாறு கேட்டுக்கொள்கிறது .

போனஸ் மசோதா  (சீலிங் Rs..7000/- ) பாராளுமன்ற இரு அவைகளிலும் நிறைவேற்றப்பட்டு அரசு இதழிலும் வெளிடப்பட்டுவிட்டது, எனவே சீலிங் 7000 ஆக உயர்த்தப்பட்ட, நிலுவை தொகையை வழங்கிடக் கூறி  ரயில்வே போர்டு சேர்மன் அவர்களுக்கு NFIR, INTUC , ITF சங்கங்களின் பொதுச்செயலாளர் கடிதம் எழுதி உள்ளார்.

Sub: Amendment to the Payment of Bonus Act — Revision of calculation of wages from Rs. 3500/- p.m. to Rs. 7000/- p.m. w.e.f. 01/04/2014 — Payment of P.L. Bonus to Railway employees at revised rate of Rs. 7000/- p.m. for the year 2014-15-reg.

Ref: GS/NFIR’s letters no. I/10/Pt. IV dated 24/12/2015 & 04/01/2016 addressed to Hon’ble MR, copy endorsed to CRB and Board Members.

Pursuant to the passage of the amendment to Bonus Act bill by the Parliament and consequent issuance of the Gazette Notification on January 1, 2016 by the Ministry of Law and Justice (legislative Department), NFIR vide its communications dated 24/12/2015 & 04/01/2016 (cited under reference) requested the Hon’ble MR to kindly order for processing for payment of P.L. Bonus to the railway employees at the revised wages of Rs. 7000/- p.m. for the year 2014-15.

In this connection, Federation again requests the Railway Ministry to take into consideration of Government’s decision in October, 2008, and consequential instructions issued by the Railway Board vide letter No. E(P&A)II-2008/PLB-10 dated 03/10/2008 for payment of P.L. Bonus at the revised salary calculation of Rs. 3500/- p.m. w.e.f. 1st April 2006.

NFIR, therefore, requests to kindly arrange to take necessary action for arranging P.L. Bonus arrears to the employees on the basis of salary calculation at Rs. 7000/- p.m., for the year 2014-15.

சம்மேளன பொதுச்செயலாளர் தோழர் R.N பராசர் , GDS பொதுச்செயலாளர் தோழர் P. பாண்டுரங்கராவ் இருவரும் அனைத்து அகில இந்திய நிர்வாகிகள் மாநில செயலாளர்கள், கோட்ட, கிளை செயலாளர்களுக்கும் வரும் உறுப்பினர் சேர்ப்பின் போது அகில இந்திய அளவில் நமது GDS (NFPE ) சங்கம் முதன்மை சங்கமாக வருவதற்கு முயற்சி மேற்கொள்ளுமாறு வேண்டுகோள் விடுத்துள்ளனர் .

Dear Comrades,

It is reported that there are many number of GDS posts are lying vacant in almost all Circles. Our Unions are trying their best to brought the issue to the notice of the competent authorities for several times.

It is informed that the process of filling up of vacant GDS posts in the Divisions started in some Circles. For the information of the concerned the related/relevant orders on the GDS recruitment issued by the Directorate is published here under for ready reference.

தேவைப்படும் மெயில்மேன் பணிகள் 01.04.2015 க்கு பிறகு GDS பணி வரம்புக்குள் ஆள் எடுத்துக்கொள்ளலாம் 

இதுதாங்க GDS வேலைசெய்யக் கூடிய சாதனம் 

தற்போது பீகார் , உத்திரபிரதேசம் , ராஜஸ்தான் மாநிலங்களுக்கு வந்தாச்சி. விரைவில் எதிர்பாருங்கள் !!!!

As a pilot phase, Department of Post has started using solar powered, biometric hand-held devices in rural post office with connectivity along with the application software in selected circles viz. Bihar, UP and Rajasthan. This move was the outcome of Rural ICT project declared by the Government of India.

1.  Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated

2.  Instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices.

3.  Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages.

4. Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately.

5. Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes.

6. Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc.

2.2.2016 - NFPE /FNPO-JCA  கூட்டத்தின்  முடிவுகள் !

அன்புத் தோழர்களுக்கு  வணக்கம்.  கடந்த 27.1.2016 அன்று  PMG, CCR அவர்களுடன்  தமிழக அஞ்சல்  JCA  சார்பில் நடத்திய  பேச்சு வார்த்தை குறித்தும்  அதன் வெளிப்பாடாக  அளிக்கப்பட்ட வாக்குறுதியும் உங்களுக்கு  தெரிவித்திருந்தோம். மேலும்  அதன் மறுநாள்  DPS CCR அவர்களும்  பிரச்சினை  தீர்க்கப்பட  உத்திரவு  அளிக்கப்பட உள்ளது என்று  தெரிவித்திருந்தார்.  ஆனால் ,  அளிக்கப்பட்ட உறுதி மொழி களுக்கு மாறாக,  தபால்காரர்  பணிகளுக்கு  பதிலி  அளிக்க அனுமதிக் காமல்  மேலும் பணிகளை   நெருக்குவதற்கான   உத்திரவு  வெளியிடப் பட்டது.  

பணியிழந்த  27 CASUAL  ஊழியர்களையும்  குறைந்தபட்ச தினக் கூலி அடிப்படையில்  PICK  UP AGENT , MARKETING  பகுதி,  COLLECTION , PASTING, PINNING  என்ற  BPC வகைப் பணிகளை, அதுவும் கூட , எந்தவித உத்திரவும் இல்லாமல்  வாய்மொழியாக  பணியளிக்க  நிர்வாகத்தினர் அழைத்தனர். 

இது  ஏனென்றால்  , SPEED  மற்றும்  BUSINESS  PARCEL  PICK UPக்கு  ஆகும் செலவு மட்டுமே  ரூ. 86000/- வரும் என்று  SENIOR MANAGER, MMS தெரிவித்ததாலும், வேறு  எதுவும் செய்ய இயலாதென்று  அவர்  கை விரித்ததாலும், 10 நாட்களாக  வணிகப் பணிகள் முடங்கியதாலுமே இந்த முடிவு. மேலும் இவர்கள்  PICK  UP மட்டுமே  செய்வார்கள். BOOKING , DESPATCH  க்கு மீண்டும் வேறு  ஆள் தேடவேண்டும். அதற்கான  ஒரு மாத செலவு என்பது   மேலும்  கூடுதலாகும்.                                                                                

அதுவும்  இரண்டு VAN  மட்டுமே  DIVERT  செய்ய முடியும் என்றும் , அதற்கு இரண்டு OUTSOURCED  DRIVER  ( மீண்டும்  புதிய  CASUAL LABOURER) தனியே  அமர்த்திக் கொள்ள வேண்டும் என்றும் அவர்  தெரிவித்ததே காரணம் . ஆனால் ஏற்கனவே இருக்கும் CASUAL ஊழியர்களுக்கு மாதம் ரூ.50000/- கூட செலவு செய்யவில்லை  நிர்வாகம். 

                                              

ஆக நிர்வாகத்தின் வீண்  பிடிவாதத்தால்  கடந்த 10 நாட்களில் ஆயிரக் கணக்கான SPEED மற்றும் BUSINESS  PARCEL  சேவை பாதித்தது மட்டுமல்லாமல், தபால்   காரர்களை  COMBINED DUTY போட்டதால் ஆயிரக்கணக்கில்  தபால்  டெலிவரி சேவை  பாதிப்பும் உள்ளாகியுள்ளது. இந்த நிலை  அண்ணா சாலையில் மட்டு மல்ல சென்னை GPO விலும்தான். கிட்டத்தட்ட இதே நிலைதான்  சென்னை FGN POST, வடசென்னை, மத்திய சென்னை, தென் சென்னை  மற்றும் தாம்பரம் கோட்டங்களிலும்.  

  

எனவே  இது குறித்து முடிவெடுக்க  NFPE மற்றும்  FNPO தமிழ் மாநில JCA கூட்டம் 2.2.2016 அன்று  சென்னை பூங்கா நகர்  தலைமை அஞ்சலகத்தில் கூட்டப்பட்டது. இதில்  NFPE மற்றும் FNPO  சங்கங் களின்  பெரும்பகுதி மாநிலச் செயலர்கள், மாநில நிர்வாகிகள், சென்னை பெருநகர  கோட்ட/ கிளைச் செயலர்கள் கலந்து கொண்ட னர். இதில்  மேலே கண்ட தபால்காரர் /MTS  மற்றும்  CASUAL  ஊழியர்கள் பிரச்சினை மட்டுமல்லாமல், இதர  பகுதிப் பிரச்சினைகளும் பேசப்பட்டன. 

இறுதியில் மேலே  கண்ட இரண்டு பிரச்சினைகளுடன், தமிழகத்தில் ஊழியர்களை பாதிப்புக்குள்ளாக்கும்  அஞ்சல், RMS பகுதிகளின் மிக முக்கிய (HARASSMENT OF STAFF IN THE NAME OF TARGET உள்ளிட்ட) பிரச்சினைகளை  உள்ளடக்கி  தமிழகம்  தழுவிய  அளவில்   JCA   சார்பில்

மூன்று  கட்ட போராட்டத்தை  நடத்துவதென்று  முடிவெடுக்கப் பட்டது.  

அனைத்து சங்கங்களையும் கலந்துகொண்டு  இதற்கான சுற்றறிக்கை எதிர் வரும்  08.2.2016  க்குள் தயார் செய்து  அனுப்புவது என்றும் , 

மூன்றாவது வாரத்தில் தமிழகத்தின் அனைத்து  கோட்டங்களிலும்  JCA சார்பில் கோரிக்கைகளை வலியுறுத்தி  முதற் கட்டம் கண்டன ஆர்ப்பாட்டம் நடத்துவது - கோரிக்கை மனு அளிப்பது எனவும் , 

பிரச்சினை தீர்க்கப்படவில்லை எனில் ,  நான்காவது  வாரத்தில் உண்ணாவிரதப் போராட்டம் மேற்கொள்வது எனவும்,  அதற்குப் பிறகும் நிர்வாகம்பேச்சு வார்த்தை நடத்தி பிரச்சினைகளை  தீர்க்கவில்லை எனில், 

மூன்றாவது  கட்டம்  தமிழகம் தழுவிய  அளவில்  முழு  வேலைநிறுத்தம் அறிவிப்பது என்றும், இதற்கான  தேதி   மற்றும்  கணக்கீடு  இரண்டாவது கட்ட போராட்டத்தின்போது JCAவின் தலைவர்களால் அறிவிக்கப்படும் என்றும்  முடிவெடுக்கப்பட்டது.

கேட்டுப் பார்ப்போம் !  பேசிப் பார்ப்போம் !

கோரிக்கை  மனு  அளித்துப் பார்ப்போம் !

ஆர்ப்பாட்டம்  நடத்திப் பார்ப்போம் !

உண்ணா நோன்பிருப்போம்!

இதன் பிறகும்  கேளாச் செவியினராய்  இருப்பார்களேயானால்

வேலை  வேலை  நிறுத்தம்  ஒன்றே  நம்  இறுதி  ஆயுதம் !

ஒன்று பட்ட  போராட்டம் ஒன்றே  நம்  துயரோட்டும் !

ஓங்கட்டும் தொழிலாளர்  ஒற்றுமை !

கோவை மண்டல இரு மாத பேட்டியில் RPLI / SB பிடிக்க சொல்லி நிர்வாகத்தால் கொடுக்கப்பட்ட Torture  தொடர்பாக பேசியதில் கீழ்க்கண்ட பதில் நிர்வாகத்தால் கொடுக்கப்பட்டுள்ளது 

மாநில கலந்துரையாடல் கூட்டம் திருவரங்கத்தில் (திருச்சி) 

 Rtd Member (P)  திரு. கம்லேஷ் சந்திரா தலைமையில் அமைக்கப்பட்ட GDS ஊழியர்களுக்கான அலவன்ஸ் குழு (GDS க்கு ஏது ஊதியம் ) அனைத்து சம்மேளனங்களுக்கும் இக் கடிதத்தில் கொடுக்கப்பட்டுள்ள குறிப்புகளுக்கு தங்களது விளக்க அறிக்கையை அளித்திடுமாறு அறிவிப்பு கொடுத்துள்ளது. சம்மேளனங்களது அறிக்கை கிடைத்ததும் அதன் மீது விவாதம் நடத்திட அழைக்கப்படும் என தெரிவிக்கப்பட்டுள்ளது.

 இதனைமுன்னிட்டு மூத்த முன்னணி தோழர்கள் M.கிருஷ்ணன், தோழர்  KVS  சம்மேளன பொதுச்செயலாளர் தோழர் R.N. பராசர், சம்மேளன அகிலஇந்திய நிர்வாகிகள்,   GDS பொதுச்செயலாளர்P. பாண்டுரங்கராவ், மாநில அஞ்சல் 3, அஞ்சல் 4, RMS 3 & 4, Admin, Audit & Accounts, SBCO, Conti & C La அகில இந்திய, மாநில நிர்வாகிகள் கலந்துகொள்ளும்       GDS மாநில கலந்துரையாடல் கூட்டம் பிப்ரவரி 3 வது வாரத்தில் திருவரங்கத்தில் நடத்திட ஏற்பாடு செய்யப்பட்டுள்ளது.   கோட்ட , கிளைச்  செயலாளர்களுடன் ஊழியர்கள்  கலந்துகொண்டு தங்களுடைய ஆலோசனையை தெரிவித்திடுமாறு கேட்டுக்கொள்கிறது.   

   மேலும் வரும் மார்ச் மாதத்திற்குள் உறுப்பினர் சரிபார்ப்பு நடக்கயிருக்கிறது , தோழர்கள் நமது NFPE சம்மேளனத்தின் உறுப்புச் சங்கமான  GDS NFPE  அகில இந்திய அளவிலும் தமிழகத்திலும் முதன்மை சங்கமாக அமைந்திட தோழர்கள் அனைவரும் பெறும் முயற்சி எடுத்திடுமாறு மாநிலச் சங்கம் கேட்டுக்கொள்கிறது. அதற்கு மாநிலச்  சங்கம் மட்டுமல்ல NFPE ன் உறுப்புச் சங்கங்களும்  உறுதுணையாக உங்களுடன் இருக்கும். தோழர்களே இக்கூட்டத்தில் தவறாமல் கலந்துகொண்டு தங்கள் கருத்துக்களை பதிவு செய்திடுமாறு கேட்டுக்கொள்கிறது.

அன்புத் தோழர்களே! தோழியர்களே !!

   17.12.2015 அன்று DG POST அலுவகத்திலிருந்து வெளியிடப்பட்ட ஆணை.  எந்த கிளை அஞ்சல் அலுவலகத்திலும் கிளை அஞ்சல் அதிகாரி வேலையுடன் தபால் பட்டுவாடா , தபால் பை எடுத்து வரும் வேலைகள் இணைக்கப்படக் கூடாது. அப்படி இணைக்கப் பட்ட பணிகளை நிரப்பிட மற்ற இடங்களில் உபரியாக உள்ள நபர்களை பயன்படுத்திக் கொண்டிட வேண்டும். வெகு நாட்களாக நிறுத்திவைக்கப்பட்டுள்ள பணிகளை மாநில அலுவகத்தில் அனுமதி பெற்று நிரப்பிட வேண்டும். தனது மாநிலத்திற்குள் நிரப்பிக்கொள்ள முடியவில்லை எனில் தேவைப்படுமானால் மற்ற மாநிலத்தில் இருந்து நிரப்பிக்கொள்ளலாம்.
