Formation of AIPEU-GDS for Andhra Pradesh Circle & Telangana Circle

A joint Council meeting of AIPEU-GDS of combined Andhra Pradesh circle (comprising the Branch & Divisional Secretaries of Andhra Pradesh Postal Circle & Telangana Postal Circle) has been held on 04-09-2016 in Sundarayya Vignana Kendram, Baghlimpally, Hyderabad.

The Council meeting presided by Com.V.Vijayakrishna, Working President of AIPEU-GDS (for combined Circle). Com.K.Ramachandram, NFPE Circle Coordination Committee Chairman & All India President, AIPAOEU inagurated the Council Meeting. Com.P.Pandurangarao, General Secretary, AIPEU-GDS and Com.Ch.Vidyasagarrao, Circle Secretary, P4 also attended and addressed the session.

A resolution has been moved for bifurcation of AIPEU – GDS Andhra Pradesh Postal Circle and AIPEU-GDS for Telangana Postal Circle in the Council Meeting, adopted and approved by all the Branch Divisional Secretaries of both Circles unanimously.

A set of organizing bodies have been formed for both the circles with the consent of all Branch / Divisional Secretaries attended the Circle Counci Meeting.

A brief note on the creation of the Telangana Postal Circle :

The Department of Posts issued an OM vide its letter No.38-3/2014.PE-II dated 1^st July 2016 on the subject that Creation of new Postal Circle named “Telangana Postal Circle” subsequent to the formation of Telangana State. 

The Telangana Postal Circle is created from its parent Circle ie., Andhra Pradesh Postal Circle with the following Regions and Divisions/Units.

Sub: – Productivity Linked Bonus for the Accounting year 2014-2015.

Sir/Madam,

The undersigned is directed to convey the sanction of the President of India to the payment of Productivity Linked Bonus for the accounting year 2014-15 equivalent of emoluments of 60 (sixty) Days to the employees of Department of Posts in Group ‘D’/MTS, Group ‘C’ and non-gazetted Group ‘B’Ex-Gratia payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and Ad-hoc payment of bonus to Casual labourers who have been conferred Temporary Status are also to be paid equivalent to allowances / wages respectively for 60 (sixty) Days for the same period.

1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below.

2. REGULAR EMPLOYEES:

2.1 Bonus will be calculated on the basis of the following formula: –

Average emoluments x Number of days of bonus

2.2 The term “emoluments” for regular Departmental employees includes Basic Pay in the Pay Band plus Grade Pay, Dearness Pay, Personal Pay, Special Pay (Allowances), S.B. Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance given to Faculty Members in Training Institutes. In case of drawal of salary exceeding Rs. 3500/- (Rupees Three Thousand Five Hundred Only) in any month during the accounting year 2014-15, the emoluments shall be restricted to Rs.3500/- (Rupees Two Thousand Five Hundred Only) per month only.

2.3 “Average Emoluments” for a regular employees is arrived at by dividing by twelve, the total salary drawn during the year 2014-15 for the period from 1.4.2014 to 31.3.2015, by restricting each month’s salary to Rs.3500/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.3500/-.

2.4 In case of those employees who were under suspension, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No 26-8/80-PAP (Pt-I) dated 11.6.81 and No. 26-4/87-PAP(Pt.II) dated 8.2.88 will apply.

2.5 Those employees who have resigned, retired or left service or proceeded on deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts after 1.4.2013 will also be entitled to bonus. In case of all such employees, the bonus admissible will be as per provisions of Paras 2.1 to 2.3 above.

3 GRAMIN OAK SEVAKS (GDS)

3.1 In respect of GDS employees who were on duty throughout the year
during 2014-15, Average Monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2014 to 31.3.2015 divided by 12. However, where the Time Related Continuity Allowance exceeds Rs. 3500/- in any month during this period, the allowance will be restricted to Rs.3500/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:

3.2 The allowances drawn by a substitute will not be counted towards bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in Postmen/Group “D” Cadre, the clarificatory orders issued vide Directorate letter No. 26-6/89-PAP dated 6.2.1990 and No. 26-7/90-PAP dated 4.7.91 will apply.

3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in Para 3.labove.

3.4 Those Gramin Dak Sevaks who have resigned, discharged or left service after 01.04.2014, will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.

3.5 In case of those Grarnin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No. 26-08/80-PAP (Pt-I) dated 11.6.81 and No.26-04/87-PAP (P.II) dated 8-2-1988 will apply.

4. FULL TIME CASUAL LABOURERS (INCLUDING TEMPORARY STATUS CASUAL LABOURERS).

4.1 Full Time Casual Labourers (Including Temporary Status Casual Labourers) who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.3.2015, will be paid ad-hoc bonus on notional monthly wages of Rs, 1200/- (Rupees Twelve hundred only). The maximum ad-hoc bonus will be calculated as below:

The above rate of bonus per day may be applied to the number of days for which the services of such casual labourers had been utilized during the period from 1.4.2014 to 31.3.2015. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2014 to 31.3.2015, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.

5. The amount of bonus / ex-gratia payment / Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head ‘Salaries’ under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2015-16.

6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures be intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number of employees (category-wise) to whom it was disbursed for the Department as a whole.

7. This issues with the concurrence of JS&FA vide Diary No. 169/FA/2015-CS dated 07.10.2015.

தொழிலாளர் விரோத அரசை கண்டித்து தொழிலாளர் அமைப்புக்கள் அனைவரும் ஒன்று கூடி அறிவித்திட்ட செப்டம்பர் 2 வேலைநிறுத்தம் சிறப்பாக நடைபெற்றது . தொழிலாளர் சட்டத்தை திருத்தி நமது உரிமையை பறிக்கும் மத்திய அரசை கண்டித்து நடைபெற்ற இப்போராட்டத்தில் சுமார் 18 கோடி தோழர்கள் கலந்துகொண்டதாக செய்திகள் வந்துள்ளன இதுவே நாட்டின் 125 கோடி மக்கள் தொகையில்  பாதிக்குமேல் கலந்துகொண்டதாக எடுத்துக்கொள்ளலாம்.( உழைக்கும் தொழிலாளர்களில்) 
ஆகவே இப்போராட்டத்தில் கலந்துகொண்ட அணைத்து தோழர்களையும் மாநிலச்  சங்கம் வாழ்த்துகிறது.  குறிப்பாக அஞ்சலக ஊழியர்களையும் எனது அருமை GDS  தோழர்களையும் மாநிலச்சங்கம் பாராட்டிமகிழ்கிறது

 Unions claim big response to strike call

New Delhi, Sep 2 (PTI): Essential services such as banking and transport were affected on Friday, together with industry, as 10 central trade unions went on a nationwide strike, protesting against ”anti-worker” changes in labour laws and seeking better wages.

The leader of a Left trade union said the response had been good.

"We are getting good response. More information will pour in after some time. Around 90 per cent workers at BHEL's plant in Tiruchirapalli have not reported at work in the morning shift,” Tapan Kumar Sen, the general secretary of the Centre for Indian Trade Unions, the labour arm of the Communist Party of India (Marxist), told PTI.

The CITU leader said Visakhapatnam Steel Plant is fully closed.

“Vizag steel plant is 100 per cent closed. At some places there would be instances of 'Rail Roko'. This is going to be a successful strike as more than 15 crore workers will come on streets to protest,” he said.

Last year also, around 15 crore workers had taken part in a similar agitation called by the same 10 central trade unions.

The CITU leader claimed that the Gurgaon industrial area in Haryana is also completely closed. Gurgaon is home to automobile giant Maruti Suzuki Ltd and others.

"The police have arrested about 12 people in Manesar area. All this information indicates that the strike will be bigger this time,” he said.

All major unions, excluding the Bharatiya Mazdoor Sangh, which is linked to the ruling Bharatiya Janata Party, have joined the strike call, terming the government's assurances to look into their demands and the recent announcements for two-year bonus and hike in minimum wage as “completely inadequate”.

On its part, the government has asked all ministries to ensure that public utilities and essential services are not affected. Secretaries of all departments have been asked to take effective measures for smooth running of various services coming under their respective ministries.

On Thursday, speaking to reporters in Mumbai, Labour Minister Bandaru Dattatreya blamed the previous government, of the Congress-led United Progressive Alliance, for the issues faced by the workers and said the present government “doesn't want a confrontation with labour unions” and rather needs their cooperation and support.

தமிழக அஞ்சல், RMS பகுதிகளில் மாபெரும்  வெற்றி !

தமிழகத்தின் பெரும்பான்மையான பகுதிகளில் இருந்தும்  இரவு  12 மணி முதலே வேலை நிறுத்த வெற்றிச் செய்திகள்  வந்துகொண்டிருக்கின்றன. வேலை நிறுத்தம் அஞ்சல் , RMS, MMS, GDS, கணக்குப் பிரிவு உள்ளிட்ட பகுதிகளில் பல கோட்டங்களில் முழுவதுமாக வெற்றி பெற்றிருக்கிறது. பல தலைமை அஞ்சலகங்கள் மூடப்பட்டுள்ளன. நூற்றுக் கணக்கான  துணை அஞ்சலகங்களும் மூடப்பட்டுள்ளன. 

மேலும் , இதர பகுதிகளான  வருமானவரித்துறை,  வங்கிகள், காப்பீட்டுத் துறை , தொலைத் தொடர்புத் துறை , மாநில அரசு ஊழியர் சங்கங்கள் , ஆசிரியர் சங்கங்கள், போக்குவரத்து ஊழியர் , திருப்பூர் , கோவை பின்னலாடைத் தொழிலாளர், ஆட்டோ-டாக்ஸி  ஓட்டுநர் , நிலக்கரித் துறை , கெயில் , ஓ.என்.ஜி .சி , NTPC , OIL , HAL , ATOMIC  ENERGY , BHEL, STEEL PLANT என்று நாட்டின் அத்துணை பகுதி  உழைக்கும் வர்க்கமும் மத்திய அரசின் தொழிலாளர் விரோதக் கொள்கைகளுக்கு எதிராக  அணி  திரண்டுள்ளது   ஒரு பேரெழுச்சியாகும். 18  கோடி தொழிலாளர்களுக்கு மேல் கலந்து கொண்ட  மிகப்பெரும்   வேலை நிறுத்தம் என்று பத்திரிகைகள் கூறுகின்றன.

இந்த செய்தி,  மத்திய அரசின் தொழிலாளர் விரோத  கொள்கைகளுக்கு எதிரான உழைக்கும் வர்க்கத்தின்  மனநிலையை  தெளிவாக அரசுக்கு எடுத்துக் கூறுகிறது. ஏழாவது ஊதியக் குழு பரிந்துரை அமல் படுத்துதலில் அரசு தனது ஊழியர்களை  ஏமாற்றியதன்  வெளிப்பாடு  இந்த வேலை நிறுத்தம்.

அரசுத் துறைகளில் தனியார்மயம்,  ஆட்குறைப்பு, ஆளெடுப்புத் தடை , தொழிலாளர் விரோத சட்டங்கள்,  PERFORMANCE  என்ற பெயரில் தொழிலாளர்களை அடிமைப்படுத்த நினைக்கும்  எதேச்சாதிகாரப் போக்கு  - இவற்றிற்கு எதிரானதே  இந்த  வேலை நிறுத்தம்.

இந்த வேலை நிறுத்தத்தின் விளைவாக திறக்காத  கதவுகள்  எல்லாம் திறக்கப்பட்டன . போனஸ்  உச்ச வரம்பு ரூ. 7000/- ஆக உயர்த்துதல் , அரசு ஊழியர்களுக்கு பொருந்தாது என்று கடந்த ஆண்டு கடிதம் அளித்த  அதே நிதி அமைச்சர் அருண் ஜெட்லி , இப்போது  சட்ட விளக்கமே பெறாமலே மத்திய அரசு ஊழியர்களுக்கு 2014- 15 நிதி ஆண்டு முதலே உயர்த்தப்பட்ட போனஸ் வழங்கிட   உத்திரவு  அளித்துவிட்டேன்  என்று கூறுகிறார். 

புதிய ஓய்வூதியத் திட்டத்தை   திரும்பப் பெறமுடியாது  என்ற  அதே நிதி அமைச்சர்  அருண் ஜெட்லி,  இன்று NPS இல்  அனைவருக்கும் DCRG தந்துவிட்டேன் என்கிறார்.   அமைப்பு சாரா தொழிலாளர்களுக்கு குறைந்த பட்ச ஊதியம் ரூ. 350/- ஆக உயர்த்தி வழங்குகிறேன்  என்கிறார். வேலை நிறுத்தத்தை விலக்கிக் கொள்ளுங்கள் என்று  வேண்டுகிறார்.  

ஆக, ஒட்டு மொத்த தொழிலாளர்களின் இந்த  வேலை நிறுத்தம் முதலா ளித்துவ கொள்கைகளைக் கொண்ட ஆளும்  வர்க்கத்தினரிடையே  ஓர் அதிர்வலையை ஏற்படுத்தி இருப்பது நிச்சயம் புரிகிறது. அரசியல் மாச்சரியங்களைத் தாண்டி உழைக்கும் வர்க்கம் ஒன்றுபட்டால், திறக்காத இரும்புக் கோட்டைக்  கதவுகள் எல்லாம்  திறக்கும் என்பது புரிகிறது. இந்த  வெற்றி  மேலும்  பெருகட்டும்.  அரசின் நிலை மாறாவிட்டால், அடுத்த முறை  இது  ஒரு பேரெழுச்சியாக  மாறி  நாடே அதிரும் தொடர்  போராட்டமாக மாறும்  என்பது நிச்சயம் . அந்த நாள் தொலைவில் இல்லை .

இந்த வேலை நிறுத்தத்திற்கான  தயாரிப்பு வேலைகளை முழு ஈடுபாட்டுடன் தீவிரமாக செய்த அஞ்சல் RMS பகுதிகளின்  மாநிலச்  சங்க நிர்வாகிகள், கோட்ட / கிளை செயலர்கள் , மகிளா  கமிட்டி நிர்வாகிகள் மற்றும்  அனைத்து தோழர் /தோழியர்களுக்கு  அஞ்சல் மூன்று மாநிலச் சங்கத்தின் நெஞ்சார்ந்த  நன்றியைத் தெரிவித்துக் கொள்கிறோம்.
