அன்புத் தோழர்களுக்கு வணக்கம் ! . 

இதற்கு முன்னர்  நமது 12.12.2012 வேலை நிறுத்தத்தை உடைக்க வேண்டும் என்ற தீய எண்ணத்தில் 10.12.2012 அன்று  தோழர். மகாதேவையா  தனது வலைத்தளத்தில் GDS  ஊழியர்களுக்கான  போனஸ்  உச்சவரம்பை  உயர்த்தும் கோப்பு நிதி அமைச்சகத்தால் ஒப்புதல் தரப்பட்டது  என்ற அறிவிப்பை வெளியிட்டது  உங்களுக்கு நினைவிருக்கும் .

ஆனால் நமது NFPE  சம்மேளனத்தின் மூலம் அன்றைக்கே , இது தவறான தகவல் என்றும் ஊழியர்களை  திசை திருப்ப மகாதேவய்யாவால்  நடத்தப் படும் நாடகம் என்று  தெரிவித்திருந்ததும் உங்களுக்கு நினைவிருக்கும். உண்மையில் அந்த கோப்பு நமது இலாக்காவுக்கே திருப்பப் பட்டது என்றும் நாம் தெரிவித்திருந்தோம். 

அதன் பிறகு  கீழே கண்ட செய்தியையும் நாம் தெரிவித்திருந்தோம் . உங்கள் நினைவுக்காக :-

"  Now the Department of Posts has constituted a Committee of officers to make fresh study of the case and submit fresh proposal to the Finance Ministry for consideration and approval. The Postal Board has assured the JCA (NFPE + FNPO) that the study will be completed quickly and fresh proposal will be submitted to Ministry of Finance. Definitely the JCA will take necessary follow up action."

அதன் பின்னரே மீண்டும்  இலாக்காவல் அமைக்கப் பட்ட கமிட்டியின் ஒப்புத லோடு  நம் இலாக்கா  நமது கோரிக்கையை ஏற்று  நிதி அமைச்சகத்துக்கு தனது பரிந்துரையை அனுப்பியது உங்களுக்கு  நம் வலைத்தளத்தின் வாயிலாக அறிவித்திருந்தோம்.

தற்போது , எதற்கும் 'கட்டை' போடும் நிதி அமைச்சகமே , நமது இலாக்காவின் பரிந்துரையை ஏற்று  GDS  ஊழியர்களுக்கான  போனஸ் உச்சவரம்பை ரூ.2500/- லிருந்து ரூ.3500/- ஆக உயர்த்திட  ஒப்புதல் அளித்துள்ளது என்பது  மகிழ்ச்சியான செய்தியாகும் . 

இந்த கோப்பு  தற்போது காபினெட்  ஒப்புதலுக்கு அனுப்பப்பட வுள்ளது. நிச்சயம்  காபினெட் ஒப்புதலை நாம் பெறுவோம் என்பதை உங்களுக்கு தெரிவித்துக் கொள்கிறோம்.  இந்த மாற்றங்கள் எல்லாம் GDS  சங்கம் NFPE  பேரியக்கத்தின் கீழ் அமைக்கப் பட்ட பிறகே என்பதை  நினைவில் கொள்ளுங்கள் .

Any establishment can employ contract workers in any job or process unless it is prohibited under section 10 of the Contract Labour (Regulation & Abolition) Act, 1970. However, the establishments engaging contract workers have to follow the statutory provisions contained in labour laws. 

No centralized data in this regard is maintained. The period and norms of contract labour depends on the term and conditions of the contract or work/job between the Principal Employer and the contractor/worker. 

As per Rule 25(2) of the Contract Labour (Regulation & Abolition) Central Rules, 1971, the wages of the contract labour shall not be less than the rates prescribed under Minimum Wages Act, 1948 and in cases where the contract workers perform the same or similar kind of work as the workmen directly employed by the principal employer of the establishment, the wage rates, holidays , hours of work and other conditions of service shall be the same as applicable to the workmen directly employed by the principal employer doing the same or similar kind of work. The liability to ensure payment of wages and other benefits is primarily that of the contractor and, in case of defaults, that of the principal employer. 

In case of complaints, field offices of Chief Labour Commissioner (Central) Organization investigate and take action. Social security aspects of contract workers under Employees Provident Fund and Miscellaneous Provision Act, 1952 and Employees State Insurance Act 1948 are enforced by the Employees Provident Fund organization and Employees State Insurance Corporation respectively provided the establishments in which outsourced workers are working are covered under the said Act. 
This information was given by Minister of State for Labour & Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.

தினக்கூலி அடிப்படையில்  தபால்காரர்/ MTS  பணிகள்  பார்க்கும்  பதிலிகளுக்கு (CASUAL  LABOURER) அவர்கள் பார்க்கும் பதவியின்  குறைந்த பட்ச ஊதியம், மற்றும் அதே பணி  நேரம், மற்றும் விடுமுறை சம்பளம் ஆகியவை வழங்கப் பட வேண்டும். 

 இப்படி தற்போது வழங்கப் படவில்லை என புகார் பரவலாக எழுந்துள்ளது. அதனால் , பாதிக்கப் பட்ட ஊழியர்கள் முதலில்  ஊதியம் வழங்கிடும் அதிகாரிகளுக்கு  ,அந்தந்த  ஊழியரின்  பணிக்காலம்  தற்போதைய பணி  உள்ளிட்டவைகளை குறிப்பிட்டு  அவர்களுக்கு  அவர்கள் பார்க்கும்  பதவியின் குறைந்த பட்ச ஊதியம் மற்றும்  விடுமுறை ஊதியம்  வழங்கிட முதலில் மனுச் செய்யவும். 

15 நாட்களுக்குள் பதில்  அளிக்கப்படவில்லை எனில் , தொழிற்சங்கம் மூலமாக அந்தந்த ஊழியரின் மனு நகலை இணைத்து அந்தந்த பணி  நியமன அதிகாரிக்கு புகார் செய்யவும் . 15 நாட்களுக்குள்  இதற்கும் பதில் அளிக்கப் படவில்லை எனில் , இரண்டு  மனுக்களின் நகல்களையும் இணைத்து ,

மரியாதைக்குரிய  உச்ச நீதிமன்ற தலைமை நீதிபதி திரு. P . சதாசிவம் அவர்களை  நமது  தமிழ் மாநில AIPEU GDS (NFPE) சங்கத்தின் பிரதிநிதிகள்  கடந்த 03.08.2013 அன்று அவரது சொந்த ஊரான காடப்ப நல்லூரில்  நேரில் சந்தித்து  அவர்  பதவியேற்றதற்கு வாழ்த்து தெரிவித்தனர் . 

மேலும் 3 லட்சம் GDS  ஊழியர்களின் பணி  நிரந்தரம் குறித்து  அவரிடம் கோரிக்கை மனு அளித்துப் பேசினர் . அவரும்  இந்தப் பிரச்சினை குறித்து தனக்கு ஏற்கனவே நன்கு தெரியும்  என்றும் , நிச்சயம்  இந்த பிரச்சினையில்  தன்னால் இயன்ற உதவிகளை செய்வதாகவும்  உறுதி அளித்தார்.

GDS BONUS - LATEST POSITION

Secretary, Department of Posts held discussion with Secretary Generals of NFPE and FNPO and all the General Secretaries of affiliated Unions/Associations on 02.08.2013 at Dak Bhawan, New Delhi. GDS Bonus case was discussed in detail. Secretary, Department of Posts, informed that Postal Board has again sent the file for approval of the Finance Ministry after replying all the queries raised by Finance Ministry. On behalf of AIPEU, GDS (NFPE) Com. P. Pandurangarao, General Secretary attended the meeting. Minutes of the meeting will be published later.

POSTAL JCA MEETING ON 2.8.13 WITH DG (POSTS) ON GDS DEMANDS

DISCUSSION ON ITEMS OF MEMORANDUM SUBMITTED BY PJCA ON 01-04-2013:

Today JCA leaders had a meeting with Ms.P.Gopinath,Secretary, Posts and Members of Postal Services Board along with other Officers of the Department to discuss on the items in the Memorandum submitted by JCA on 01-04-2013.

The Secretary Generals NFPE & FNPO and all General Secretaries of affiliated Unions participated in the discussion. 

On behalf of AIPEU-GDS(NFPE), Com.P.Pandurangarao, General Secretary attended the meeting.

The following are the outcome of the discussion on GDS issues :

1. Bonus Ceiling : File again sent to Ministry of Finance with replies to the queries made by MoF.

2. Cash handling norms : Circles asked to report on the financial implications to change the work load norms of the BPMs.

3. Reduction in TRCA : Even though Protection for one year is instructed,  it will be reviewed accordingly

4. Compassionate appointments :It is informed by the Official side that after revising the previous calculation of merit marks, the present attributes for merit marks resulted in increase of percentage of appointments. So there is no scope for immediate relief on this issue.

5. Redeployment of GDSMM : the work establishment of GDSMM will be reviewed on their retirement / promotion, further decision will be taken by the Department.

6. Cash conveyance allowance : it will be reviewed on information obtained from the circles.

7. Introduction of Health scheme :  Proposal is under examination by the Finance Ministry. Approval is expected soon.

8. Norms for RPLI : It is clearly mentioned in the instructions on workload norms, 10 transactions – 1 point, but for procuring new business of RPLI as incentive is being given, no separate time factor is given.

9. Norms for cash conveyance from BO to AO vice versa : it will be reviewed.

AIPEU GDS NFPE TAMILNADU CIRCLE WORKING COMMITTEE MEETING ON 15.08.13

DHARNA BY AIPEU-GDS(NFPE) ON 23.07.2013 INFRONT OF DAK BHAWAN – NEW DELHI

The third successive struggle program of AIPEU-GDS (NFPE) on 32 Charter of Demands, Dharna infront of Dak Bhawan, New Delhi has been staged successfully with the participation of General Secretaries of affiliated Unions of NFPE, NFPE office bearers and CHQ office bearers of GDS Union.

Dharna program was presided by Com.I.S.Dabas, General Secretary, P-IV (CHQ) and inaugurated by Com.Giriraj Singh, President, NFPE & General Secretary, R-III. Com.M.Krishnan, Secretary General, NFPE & General Secretary, Gr.C., Com.K.V.Sridharan, Leader, JCM (Staffside) & former General Secretary Gr.C., Com.K.Raghavendran, former Secretary General, NFPE, Com.S.Raghupathi, Asst. Secretary General, NFPE, Com.T.Satyanarayana, General Secretary, AIP AEA, Com.Appanraj, former General Secretary, AIPSBCOEA, Com.R.Sivannarayana, President, Gr.C (CHQ), Com.N.Subramanyan, Dy. General Secretary, Gr.C (CHQ), Com.Balwinder Singh, Financial Secretary, Gr.C (CHQ) and comrades of Delhi Circle were participated.

The GDS CHQ represented by Com.P.Pandurangarao, General Secretary, Com.R.Dhanraj, Dy. General Secretary, Com.V.Murukan, Financial Secretary, Com.Chandra N. Chaudhary, Orgg. General Secretary, Com.M.S.Sabu, Circle Secretary (Kerala), Com. Kumaran Nambiar, Fin. Secretary, Kerala, Com.Gunasekharan, President, Pudukottain Dn. (TN).

The program concluded with the vote of thanks paid by Com.R.Dhanraj, Dy. General Secretary, by extending revolutionary greetings and heartfelt thanks to the leaders of NFPE for their support and participation in the dharna and made it successful.

STRIKE BALLOT DECIDED BY CONFEDERATION

CONFEDERATION DECIDES TO TAKE STRIKE BALLOT FOR INDEFINITE STRIKE

Dear Comrades,

The first meeting of the National Secretariat of the Confederation was held at New Delhi on 22.07.2013. Com. K. K. N. Kutty, National President, presided. 

Com. S. K. Vyas, Advisor, in his opening remarks, explained the background of events which led to the formation of a Joint Council of Action of Railway (AIRF) Defence (AIDEF) and Confederation and also pointed out its weaknesses and limitations. He stressed the need to further strengthen the unity. He opined that on the 15 point charter of demands, Confederation must conduct its own independent campaign and agitational programmes. If the Railway and defence Federations come forward for serious agitational programmes including indefinite strike we must join such campaign and strike action.

Com. K. Raghavendran, Ex-Working President, Confederation also addressed the meeting. Thereafter discussion on all agenda items took place.

The following are the main highlights and decision of the National Secretariat meeting

1.      Review of 24^th National Conference held at Kolkata from 4^th to 6^th May 2013

2.      15 Pointes charter of demands and future course of action.

The meeting decided to organize independent campaign and agitational programmes culminating in indefinite strike. The specific decisions were:

(i) To organize state level joint strike conventions of C-o-C with the participation of all affiliated unions/Associations/Federations during the month of August 2013. Where ever the C-O-C functioning is not satisfactory or has no participation of district units, efforts must be taken to revamp the committee.

(ii)  To organize mass Relay dharna at different places in all important stations during the first week of September 2013 (from 02.09.2013 to 07.09.2013).

(iii)To conduct nationwide strike ballot during the last week of September 2013 (On 25, 26 and 27^th September)Model of the ballot will be sent later.

(iv)To convene the Central Working Committee/Central Executive committee meetings of all affiliated unions/Associations/Federations before the 1^st week of October 2013. All India Office Bearers of the Confederation may be invited to attend the meeting.

3.      Joint programme of AIRF, AIDEF and Confederation:

It was decided to make all out effort to further strengthen the Joint council of action (JCA) and also to launch serious agitational programmes culminating in indefinite strike before December 2013.

4.      Formation of State Committees and District Committees

It was decided to reorganize the COCs which are defunct or not functioning satisfactorily. This is to be done when the state level strike campaign conventions are organized. Participation of representatives of all affiliates should be ensured in the conventions.

5.      Conducting of All India Mahila Convention of the Confederation.

It was decided to conduct two day’s All India Mahila Convention at New Delhi in the 3^rd week of October 2013. C-O-C Delhi has agreed to host the Mahila Convention. Delegate fee shall be Rs.600/- per delegate. Participation of maximum number of Lady comrades from all states/affiliates should be ensured.

6.      Organising Trade Union Education Camp:

It was decided to hold the Trade Union Education Camp at Mumbai in November/December 2013. Number of participants shall be 150 (maximum). Delegate fee Rs. 600/- per delegate Postal, ITEF, Audit & Accounts and Atomic Energy delegates accommodation shall be arranged by their respective Federations. C-O-C Mumbai shall function as the Reception committee. Date and Venue will be intimated later.

7.      Publication of journal

Decided to publish a monthly journal. Name of the journal shall be “CONFEDERATION NEWS” (subject to availability at RNI) Editorial Board shall consist of Com. S. K. Vyas (Advisor) Com. K. K. N. Kutty (President) Com. M. S. Raja (Working President) Com. M .Krishnan (Secretary General) com. K. P. Rajagopal (Secretary) and Com. Vrigu Bhattacharjee (Financial Secretary).

8.      Financial Review:

Financial Secretary shall present the actual picture in the next meeting. Meanwhile letters should be sent to all affiliated unions to remit the arrears of quota immediately.

9.  National Convention of Central Trade Unions on 6^th August 2013.

The available National Secretariat members/leaders at Delhi will attend the convention on 6^th.

President, Com. K. K. N. Kutty in his concluding remarks, briefed decisions taken in the meeting. The meeting ended at 5 PM.

IMPLEMENT THE DECISIONS

All office Bearers, State Committees, other C-O-Cs and Affiliated Unions/ Associations/ Federations are requested to implement the above mentioned decisions of the National Secretariat meeting, WITHOUT FAIL.

அன்புத் தோழர்களே ! வணக்கம் !

GDS  ஊழியர்களின் 32 அம்சக் கோரிக்கைகளை வலியுறுத்தி , காலவரையற்ற வேலை நிறுத்தத்தை நோக்கிய  படிப் படியான 5 கட்ட போராட்டத்தை சென்னை புரசைவாக்கத்தில்  நடைபெற்ற  AIPEU  GDS (NFPE ) சங்கத்தின் அகில இந்திய மாநாட்டில் முடிவெடுத்தது  உங்களுக்குத் தெரிந்திருக்கும் . அதன் படியே நேற்று ( 25.6.2012) இந்தியத் திரு நாட்டின் அனைத்து மாநிலத் தலை நகரங்களிலும்  கோரிக்கைகளை வலியுறுத்தி முழு நாள் தர்ணா போராட்டம் நடைபெற்றது . 

இந்தப் போராட்டத்திற்கும், இனி வரும் போராட்டங்களுக்கும் தனது முழு ஆதரவை அளிக்க வேண்டி NFPE  இன் அனைத்து உறுப்புச் சங்கங்களுக்கும்  கடந்த 9, 10,11,12.6.13 தேதிகளில்  ஹைதராபாத்தில் நடைபெற்ற சம்மேளன மாநாட்டில் முடிவெடுக்கப் பட்டு பணிக்கப் பட்டதன்  அடிப்படையில் , நமது சம்மேளனத்தால் தாக்கீது அளிக்கப் பட்டிருந்தது .

இதன் அடிப்படையில் நேற்று சென்னையில் CPMG  அலுவலகம் முன்பாக தமிழ் மாநில AIPEU  GDS (NFPE ) சங்கத்தால் , GDS  கோரிக்கைகளுக்காக ஒரு மாபெரும் தர்ணா போராட்டம் , GDS  இயக்கத்தில்  மிக நீண்ட கால இடைவெளிக்குப் பிறகு  சிறப்பாக  நடத்தப் பெற்றது. தமிழகத்தின் அஞ்சல் - RMS  இணைப்புக் குழுவின் சார்பாக NFPE  இன் அனைத்து மாநிலச் சங்கங்களும் (P3, P4, R3, R4, ADMIN, ACCOUNTS, SBCO)  இதில் கலந்து கொண்டு  தங்கள் ஆதரவை வெளிப்படுத்தின. 

தர்ணா போராட்டத்திற்கு AIPEU  GDS (NFPE ) சங்கத்தின் மாநிலத் தலைவர் தோழர் . S . ராமராஜ்  அவர்கள் தலைமை ஏற்க , மாநிலச் செயலர் தோழர். R . தனராஜ் அவர்கள் வரவேற்புரையும், கோரிக்கைகளின் விளக்க உரையும்  நிகழ்த்தினார்.

இந்தப்  போராட்டத்தில் தமிழகத்தின்  சுமார் 45 க்கும் மேற்பட்ட கோட்ட/ கிளைகளில் இருந்து 300 க்கும் மேற்பட்ட  GDS ஊழியர்கள் கலந்து கொண்டது சிறப்பைச் சேர்த்தது  சென்னை பெருநகரத்தின்  அஞ்சல் மூன்று , அஞ்சல் நான்கு , RMS 3 , RMS  4 பகுதிகளில் இருந்து பல்வேறு  நிர்வாகிகள், மற்றும் மாநிலச் சங்க நிர்வாகிகள்  கலந்து கொண்டது போராட்டத்தை வலுப்படுத்தியது 

இறுதியாக  மாலை 05.30 மணியளவில்  அஞ்சல் மூன்றின்  முன்னாள் பொதுச் செயலர் தோழர். KVS  அவர்கள்  GDS  ஊழியர்களின் கோரிக்கைத் தீர்வில் சம்மேளனத்தின் முழுமையான ஈடுபாடு அகில இந்திய சங்கங்களின்  ஒத்துழைப்பு உள்ளிட்ட  செய்திகளை பகிர்ந்து கொண்டதுடன்  GDS  ஊழியர்களின் கோரிக்கைத் தீர்வில் நிச்சயம் ஒரு காலவரையற்ற வேலை நிறுத்தத்தை NFPE  மேற்கொள்ளும்  என்று உறுதி கூறி , விளக்க உரையும்     தர்ணா போராட்டத்தை வாழ்த்தியும் பேசி முடித்து வைத்தார்.   

GDS ஊழியர்களின் வாழ்க்கையில் NFPE  ஒரு விடிவெள்ளி என்பது மீண்டும் உறுதி செய்திடும் வண்ணம் , புதிய சங்கம் உதயமானவுடன் போராட்டப் பாதை வகுக்கப் பட்டு அதன் பாதையில் அனைவரும் ஒரு சேரப் பயணிக்கும் இந்த  நிகழ்வு , ஆயிரம் ஆயிரம் GDS  ஊழியர் எண்ணங்களில் ஒரு நம்பிக்கை விதையாக விதைக்கப் பட்டது என்றால் அது மிகையாகாது .

As it was decided in our 1st All India Conference held  in Chennai,the first phase of program on GDS demands is :

Dear Comrades,

As per the decision of the 1^st AIC of the AIPEU-GDS (NFPE) Mass Dharna in front of all Divisional offices will be conducted on 28.05.2013 Tuesday as the first phase of the agitational programme culminating in indefinite strike. NFPE calls upon all Divisional/Circle/All India unions to make it a joint programme of NFPE, extend full support and also to make it a grand success.

CHARTER OF DEMANDS

1.    Departmentalization of Gramin Dak Savaks and all benefits of Departmental employees extended to GDS as recommended by Justice Talwar Committee.

2.    Constitute 7th CPC and refer GDS wage revision also to the consideration of Pay Commission; Merger 50% of DA with TRCA for all purposes.

3.    Restore the historical prorata wage structure of GDS MD and GDS BPM on par with Postman and Sorting Postman pay scales respectively as recommended by the 6th CPC by rectifying the mistakes committed by the Nataraja Murthy Committee.

4.    Withdrew the new GDS (Conduct & Engagement) Rules, 2011 and restore GDS (Conduct & Employment) Rules, 2001.

5.    Ensure minimum statutory monthly pension of Rs.3500/- to GDS and grant other retirement benefits like gratuity etc., based on the formula applicable to departmental employees and under Gratuity Act 1972 besides family pension facility to GDS.

6.    Enhance the bonus quantum ceiling from Rs.2500/- to Rs.3500/- and end the discrimination.

7.    Reduce cash handling norms from Rs.20,000 to 4,000 and also stamp sale norms.

8.    Ensure full protection of existing TRCA when there is fall in the work load. TRCA should not be reduced under any circumstances.

9.    Remove the outside recruitment quota for Postman Recruitment and 100% Postman vacancies be given to GDS.

10.  Remove the 50 points compulsory conditions and provide compassionate appointment for all eligible dependents in the families of deceased GDS.

11.  Introduce a medical reimbursement scheme for GDS.

12.  Grant full trade union facilities including special casual leave and Foreign Service facilities to GDS Union Representatives.

13.  Enhance to 6 months maternity leave to female GDS instead of 3 months and grant child care leave.

14.  Grant full transfer facility to GDS and ensure protection of the existing TRCA on transfer.

15.  Grant revised TRCA slabs up to 125 points to BPMs based on the workload as on 01.01.2006.

16.  Grant three time bound financial up gradations to all GDS on 10th, 20th and 25th year.

17.  Grant all advances to GDS at par with Regular departmental employees.

18.  Stop combination of duties of GDSMD with that of BPM as it will result in restriction of business hours of BO thereby causing loss of revenue.

19.  Enhance age limit for the departmental examination for promotion to the cadre of Postal Assistant from GDS at par with Postman cadre.

20.  Modify date of superannuation of GDS as the last working day of the month.

21.  Remove the ceiling limit of Rs.50 for cash allowance for conveyance of cash from BO to AO and vice versa.

22.  Grant of LTC and home town LTC facilities to GDS.

23.  Remove the discrimination in grant of welfare assistance to GDS in respect of prolonged illness, Book awards, educational assistance etc,.

24.  Provide norms for MNREGS work at per with SB transactions and also cash conveyance from BO to AO and vice versa.

25.  Relax the embargo of fixing of minimum TRCA in respect of new appointees, Minimum should be the entitled TRCA drawn by the earlier incumbent. No fresh statistics need to be compiled.

26.  Fix norms for  all new items of work entrusted to GDS and until then grant enhanced incentives.

27.  Payment of rent for BO to be borne by the department and till that time grant enhancement of Office Maintenance Allowance (OMA) @ Rs.500 per month.

28.  Redeployment of GDS should not be done beyond 5 kms and full protection of TRCA should be given; in case of redeployment from one post to another, eligible women GDS working as GDSMC/MD/Pkr will be given opportunity to the posts of GDS BPM when fallen vacant in the name of transfer.

29.  Prompt issuing of SDBS cards to all GDS employees.

30.  Grant Children Educational Allowance and small family incentive to all GDS.

31.  Fill up all GDS posts in RMS and convert all GDS MM posts as MTS.

32.  Make an early payment of RPLI incentive and remove the minimum condition and the maximum limit in the grant of NREGS incentive.
