Prajapati- Seekings comments on draft O.M.

The undersigned is directed to refer to the provisions in para 1 (vi) of the Department of Personnel and Training OM No. 49014/2/86-Estt (C) dated 7th June, 1988 on recruitment of Casual Workers and daily wages and paid weekly off after six days of
continuous work.
2.The issue of paid weekly off came up for consideration in the OA No. 214 of 2003 filed by Mrs. Bhikaben Pratapbhai Prajapati before the Ahmedabad bench of Hon'ble CAT. The SLP filed by the Government had been dismissed by the Apex Court. The Hon'ble CAT directed that the respondents should draw a Scheme keeping the scales even pertaining to those who are working in an office having five days week preferably within four months, taking stock of the totality of the facts and also considering that those who are working in six
days week are being given one weekly off.
3.As per the directions of the Hon'ble Tribunal, a draft Scheme has been drafted by this Department vide the enclosed O.M. All concerned are requested to furnish comments/views in this regard , if any, latest by 18.06.2016 at e-mail address: dire-dopt@gov.in.

ஏற்கனவே நம் அஞ்சல் மூன்று மாநிலச் சங்கத்தால்  அளிக்கப்பட்ட பிரச்சினைக்கு RJCM MEETING இல் அளிக்கப்பட்ட பதிலின் அடிப்படை யிலும்  நம்முடைய தொடர் போராட்டத்தின் விளைவாகவும் தற்போது CPMG  TN  அவர்கள் தமிழகத்தின் அனைத்து 'C'  மற்றும் 'B ' CLASS அலுவலகங்களுக்கு  BANDWIDTH அடுத்த நிலைக்கு உயர்த்தப்பட்டதாக பதில் அளித்துள்ளார்கள் . 

இது நமது தமிழ் மாநில அஞ்சல் மூன்று சங்கத்தின் இடைவிடாத முயற்சிக்குக் கிடைத்த வெற்றியாகும் . ஏற்கனவே  B .O . TRANSACTIONS மதியம் 3.30 மணிக்கு மேல்  BO BAG வரப்பெறின் , B .O . TRANSACTIONS அடுத்த நாள்  கொண்டுவரலாம் என்று உத்திரவு பெறப்பட்டுள்ளது. 

இதுவும் நமது போராட்ட வீச்சுக்குக் கிடைத்த வெற்றியாகும். இதர கோரிக்கைகளிலும் வெற்றி  பெற  நாம் ஒன்று படுவோம். எதிர்வரும் 17.6.2016 அன்று  CPMG அலுவலகம் முன்பாக  நடைபெற உள்ள  முழு  நாள் தார்ணா  போராட்டத்தில் பெருமளவில் நாம் பங்கேற்போம். 

பிரச்சினையை சொல்வதற்கு  மட்டுமல்ல, பிரச்சினைகளின் மீது விமரிசிப்பது மட்டுமல்ல,  பிரச்சினைகளின் தீர்வுக்கான போராட்டங்க ளிலும் நம் முழுமையான பங்களிப்பு அவசியமே. அது  முதற்கட்ட ஆர்ப்பட்டமானாலும் சரி , இரண்டாவது கட்ட  தார்வாணாயிருந்தாலும் சரி -அலைகடலென உங்களின்  பங்கேற்பை  அஞ்சல் மூன்று மாநிலச் சங்கம் எதிர்பார்க்கிறது.  CPMG  அலுவலக வளாகம் நிரம்பட்டும்.

நம் ஒவ்வொருவரின் உணர்வும்  மாநில மற்றும் மத்திய நிர்வாகத்திற்கு தெரியட்டும். இன்னமும்  TARGET  மட்டுமே  நிர்ணயம் செய்யும் 'நீரோ' மன்னர்களாக,  VIDEO  CONFERENCING  இல் மட்டுமே கனவு காணும் கற்பனை வீரர்களாக அவர்களது வட்டம்   இருக்கக் கூடாது  என்பதை அவர்கள் உணரட்டும். 

உண்மைகளை தெரிந்துகொள்வதும்   உதவிக்கரம் நீட்டுவதும் இலாக்காவின்  உயர்வுக்கு வழி வகுக்கும் என்பதை இனியாவது  அஞ்சல் நிர்வாகம்  உணரட்டும்.  விதி 16 மட்டுமே  இலாக்கா  வகுத்ததல்ல  என்று அவர்கள்  மனசாட்சி  உணரட்டும்.  INFOSYS  க்கு   நம்  இலாக்கா  அடிமை  அல்ல என்பதை  நம் மூலமாவது  அவர்கள் தெரிந்து கொள்ளட்டும்.

கடந்த 12.06.2016 அன்று திருச்சி மண்டல AIPEU GDS சங்க கோட்ட /கிளை செயலாளர்கள் கூட்டம் தஞ்சாவூர் தலைமை தபால் அலுவலகத்தில் நடைபெற்றது. மாநில உதவி தலைவர் M .இளங்கோவன் தலைமை ஏற்றும் , அஞ்சல் 3 கோட்ட செயலாளர் தோழர் S செல்வக்குமார் முன்னிலை வகிக்க கூட்டம் மதியம் 02.30 மணி அளவில் துவங்கி மாலை 6.00 மணிக்கு முடிந்தது 
       இக்கூட்டத்தில் AIPEU GDS சங்கத்திற்கு அதிக அளவில் அதாவது அனைத்து உறுப்பினர்களையும் நமது சங்கத்தில் சேர்ப்பது , வருகிற 11.07.2016 முதல் NJCA அறிவித்துள்ள காலவரையற்ற வேலைநிறுத்தம் முழுமையாக நடைபெற ஒன்று பட்ட முயற்சியில் நாம் முழுமையாக கலந்துகொள்வது , GDS ஊதியக்குழு முன் நமது தலைவர்கள் 26.05.2016 அன்று கலந்துகொண்டு நேரில் (மெமோரண்டத்தில் கொடுத்தவைகளுக்கு ) விளக்கம் அளித்து இலாக்கா ஊழியர்களுக்கு இணையாக ஊதியம் மற்றும் அனைத்து சலுகைகளும் தந்திடவேண்டும் என வலியுறுத்தி பேசி வந்துள்ளார்கள் நிச்சயம் செய்வதாக கமிட்டி தலைவர் அவர்களும் செய்கிறேன் என கூறியுள்ளனர். நிச்சயமாக நடக்கும் என நம்புவோம் ,

GDS ஊழியர்கள் இலாக்கா ஊழியர்களாக அறிவித்திட வேண்டும்

மத்திய அரசு ஊழியர் கோரிக்கைகளை வலியுறுத்தி வருகிற 11.07.2016 முதல் கால வரையற்ற வேலை நிறுத்தம் செய்ய இருப்பதாக அறிவித்து அதற்கான அறிவிப்பு கடிதம் அந்த அந்த துறைத் தலைவரிடம் வழங்கப்பட்டுள்ளது. நமது தொழிற்சங்க பொறுப்பாளர்கள் அகில இந்திய, மாநில, கோட்ட மட்டங்களிலும்  இன்று கொடுத்துள்ளார்கள்.

அக்கோரிக்கைகளில் நமது கோரிக்கை 4 வதாக GDS ஊழியர்கள் இலாக்கா ஊழியர்களாக அறிவித்திட வேண்டும் என வைக்கப்பட்டுள்ளது. 

மேலும் நமது NFPE சம்மேளம் இதில் முழுமையாக FNPO சம்மேளனத்தையும் இணைத்துக்கொண்டு வேலைநிறுத்த கடிதம் இன்று இல்லாக்கவிடம் கொடுக்கப்பட்டதால் நமது GDS தோழர்கள் அனைவரும் முழுமையாக இவ்வேலை நிறுத்தத்தில் தங்களை ஈடுபடுத்திக்கொள்ளுமாறு மாநிலச்சங்கம் கேட்டுக்கொள்கிறது. 

இந்த வேலை நிறுத்தந்தான் நமது ஊதியக்குழு நமக்கு சரியான அறிக்கையை அளிப்பதற்கு வழிகாட்டுதலாக அமையும் என்பதை மனதில் கொள்ளவேண்டும்.

1) TRCA என்பது மாற்றப்பட்டு  ஊதியம் என்று வழங்கப்பட வேண்டும்.

2) GDS ஊழியர்கள் இலாக்கா ஊழியர் செய்யும் அதே வேலையை செய்வதால் இலாக்கா ஊழியர் என அழைக்கப்படவேண்டும்

3)  இலாக்கா ஊழியர் பெறும் அனைத்து சலுகைகளும் படி, விடுப்பு குறிப்பாக சேமநல நிதி மற்றும் பென்சன் ,குடும்ப பென்சன் அனைத்தும் வழங்கப்படவேண்டும் 

வேலை நிறுத்தம் வெல்லட்டும் அதன்பால் நமது கோரிக்கைகள் வெல்லும் என்ற முழக்கத்தோடு வேலை நிறுத்தத்திற்கு தயாராகுங்கள் தோழர்களே!!!!!!!

AIPEU-GDS CALLS UPON ALL GDS TO PARTICIPATE IN THE ENSUING 11-07-2016 INDEFINITE STRIKE

 Dear Comrades,

The National Joint Council of Action (NJCA) comprising Postal, Railway & Defence organizations are decided to serve strike notice to the Govt on 9th June 2016 to organize the indefinite strike from 11th July 2016 on 7th Central Pay Commission related issues.

AIPEU-GDS CHQ requesting all the  CHQ office bearers, Circle Secretaries, Divisional & Branch Secretaries to serve the strike notice on 09-06-2016 at all levels along with NFPE unions to participate in the indefinite strike from 11th July 2016.

In case of GDS also, the 7th CPC had made adverse comments even though the CPC has not taken up the issues of GDS in to their purview.

The adverse comments on GDS issue in the report of 7^th CPC :

Para - 3.70: Gramin Dak Sevaks : Examination of the existing classification of expenditure provisions of the Department of Posts reveals that expenditure on personnel in respect of Pay and Allowances of regular Central Government personnel serving in the department as well as that of Gramin Dak sevaks are clubbed together under the head “salaries”. Since Gramin Dak Sevaks are not reckoned as Central Government personnel, expenditure on pay and allowances of this category of personnel should be distinct from regular Central government personnel

The Commission accordingly recommends that the Department of Posts budget and account for remuneration of Gramin Dak Sevaks under a head distinct from ‘salaries’ as they are not reckoned as Central Government employees.

Para  - 11.8.48 :  A demand has been made before the Commission for treating Gramin Dak Sewaks (GDS) as civil servants at par with other regular employees for all purposes.

Analysis and Recommendations

Para - 11.8.49 :   The Commission has carefully considered the demand and noted the following: 

a.   GDS are Extra-Departmental Agents recruited by Department of Posts to serve in rural areas. 

b.   As per the RRs, the minimum educational qualification for recruitment to this post is Class X. 

c.   GDS are required to be on duty only for 4-5 hours a day under the terms and conditions of their service. 

d.   The GDS are remunerated with Time Related Continuity Allowance (TRCA) on the pattern of pay scales for regular government employees, plus DA on pro-rata basis. 

e.   A GDS must have other means of income independent of his remuneration as a GDS, to sustain himself and his family. 

Para - 11.8.50 :  Government of India has so far held that the GDS is outside the Civil Service of the Union and shall not claim to be at par with the Central Government employees. The Supreme Court judgement also states that GDS are only holders of civil posts but not civilian employees.

The Commission endorses this view and therefore has no recommendation with regard to GDS. 

The above comments made on GDS are reflecting the policy of the Govt that the GDS should be remained as GDS and has no provision or consideration to accord CIVIL SERVANT STATUS.

The ambition of every GDS is to get "Civil Servant Status".  For the cause of this issue, every GDS would get ready for any kind of sacrifice.

Now this is the right time to participate in the indefinite strike along with all Central Govt organizations to ratify the adverse comments on the GDS.

AIPEU-GDS CHQ to call upon all Gramin Dak Sevaks to participate in the indefinite strike from 11-07-2016 and make it a grand success.

India Post Payments Bank to be a reality 

 The total corpus of the payments bank is of Rs 800 crore, which will have Rs 400-crore equity and Rs 400-crore grant

India Post Payments Bank (IPPB) will be set up as a public limited company under the Department of Posts with 100 per cent government equity. The Cabinet approved a proposal in this respect on Wednesday.

The total corpus of the payments bank is of Rs 800 crore, which will have Rs 400-crore equity and Rs 400-crore grant.

Telecom Minister Ravi Shankar Prasad told reporters after the Cabinet meeting that 650 branches of the postal payments bank would be established in India, which will be linked to rural post offices.

India has 154,000 post offices, of which 139,000 are rural post offices. IPPB will obtain banking licence from the Reserve Bank of India (RBI) by March 2017 and by September 2017, all 650 branches of the postal payments bank would become operational.

Its services will be available across the country through these 650 payments bank branches, linked post offices and alternative channels, riding on modern technology including mobiles, ATMs and simple digital payments.

“This we had planned for three years, but now we will be doing it in a year,” said Prasad. He added that the payments bank, which will be run by a Chief Executive Officer, would be professionally managed and there would be a representation from various other government departments including the Department of Posts, Department of Expenditure, etc.

He said all ‘grameen dak sevaks’ in rural post offices would be given hand-held devices by March 2017.

“We are reinforcing it further. I have had discussion with my officers to give iPad and smartphones to postmen in urban post offices,” said Prasad.

At present, the core banking network of post offices is more than that of the country’s largest lender State Bank of India (SBI).

7th Pay Commission Award From July 1

Finance Minister Arun Jaitley will take the Empowered Committee of Secretaries’ proposal to the Union Cabinet for its approval in this month.

New Delhi: A Finance Ministry’s official today said new pay scale for all central government officials and employees under the 7th Pay Commission award will be implemented from July 1, 2015.

“The 7th Pay Commission award will be implemented after taking decision of the cabinet in light of recommendations made in the reports of the 7th Pay Commission and the recommendations Empowered Committee of Secretaries, which will be made on June 11″ he said in reply to our question.

The cabinet expects giving the 7th Pay Commission award to central government employees in the next month, The Prime Minister Narendra Modi will give his approval to the 7th Pay Commission award like he approved the proposal of extending the retirement age of all doctors of the Central Health Service to 65 years, creating a record of sorts by clearing the proposal in less than than 24 hours of receiving it from the Health Ministry, said a top PMO official on Tuesday asked not to be named because he was not authorized to release the information.

The Empowered Committee of Secretaries would scrutinise recommendations of the 7th Pay Commission on June 11 finally to make government able to announce the 7th Pay Commission award to implement from July 1, Finance Ministry official said.

Accordingly, the brightest diyas of coming Diwali will be lit outside houses of central government employees. For, when the rest of the world is reeling under the fear of losing jobs.

The 7th pay commission recommendations’ implementation could not have been timelier, some economic experts say. So when the world is plunging in recession, central government employees are busy counting their blessings along with the hard cash they will receive in August as arrears from January 2016.

The several central government establishments such as the railways, telecom, air force, army, CPWD, CRPF, DRDO, CISF, Income Tax, Survey of India, customs and excise, among others are in happy mood.

These would perhaps live up to the ‘happy and prosperous’ Diwali greeting. After all, they will get arrears as well as bonus ahead of festive season.

The 7th Pay Commission headed by Justice A K Mathur proposed the highest salary at Rs 250,000 and the lowest at Rs 18,000. The commission also recommended 14.27 per cent increase in basic pay, 23.55% overall increase in salary, allowances and pensions. The increase in allowances was recommended 63% while pension was proposed to rise 24%.

The previous Sixth Pay Commission had recommended a 20 per cent hike in basic pay which the government doubled while implementing it in 2008.

A 13 members Empowered Committee of Secretaries, led by cabinet Secretary P K Sinha was formed in January to review the recommendations of 7th Pay Commission before cabinet nod and the committee is likely to finalize its work on June 11.

The Empowered Committee of Secretaries is likely to reach the conclusion to propose 30 percent basic pay raise instead of 14.27 per cent, which was recommended by 7th Pay Commission. They are also mulling for doubling of existing rates of such allowances and advances, which has been recommended for abolition by the 7th Pay Commission, sources said.

Finance Minister Arun Jaitley will take the Empowered Committee of Secretaries’ proposal to the Union Cabinet for its approval in this month,” they said.

The new pay scales will be effective from January 1 for all central government employees.

Govt will set up 650 branches of the Postal Payments Bank by September 2017, says Ravi Shankar Prasad

 

New Delhi: The government on Wednesday cleared a proposal to set up the India Post payments bank with a corpus of Rs.800 crore and has plans to have 650 branches operational by September 2017, telecom minister Ravi Shankar Prasad said.

“The Cabinet has cleared proposal of postal payments bank. We have 1.54 lakh post offices of which 1.39 lakh are rural post offices. 650 branches of postal payments bank will be established in the country which will be linked to rural post offices,” Prasad said.

The minister said the payments bank, which will be run by a chief executive officer, will be professionally managed and there will be a representation from various other government departments including the Department of Posts, Department of Expenditure, Department of Economic Services etc.

“Total architecture of postal payments bank is of Rs 800 crore which will have Rs 400 crore equity and Rs 400 crore grant. By September 2017, all 650 branches of postal payments bank will become operational.This we had planned for three years but now we will be doing it in a year,” Prasad said.

He said that all rural post offices will be given handheld devices by March 2017. “We are reinforcing it further. I have had discussion with my officers to give iPad and smartphones to postmen in urban post offices,” Prasad said. At present, there are 22,137 post offices with core banking facility compared to State Bank of India’s 1,666 branches.

E-commerce platform to be tapped to bring pure water from Rishikesh, Haridwar.

Doesn’t matter if you live hundreds of miles away from the Ganga: the postal department might soon deliver water from the river — considered holy by the Hindus — to your doorstep, thanks to the initiative of the Centre.

“I used to get several requests on whether the vast network of the posts can be used to get Ganga Jal. I have directed the Department of Posts to utilise e-commerce platform so that pure Ganga Jal from Haridwar and Rishikesh can be provided to the people. They have assured me that they will take proactive step to address the cultural needs of the people of India,” Communications and IT Minister Ravi Shankar Prasad told a news conference on Monday.E-governance app

During the conference, called to highlight the achievements of his Ministry during the past two years, Mr. Prasad also said the government was working on a single mobile application through which citizens would be able to access over 1,000 e-governance services provided by the Centre, State governments as well as local authorities. The new application UMANG — short for Unified Mobile App for New-age Governa-nce — will be available in 12 Indian languages, besides English.

“This application will be a game changer... a common mobile application for all government services,” the Minister said. Smartphones for postmen

“About 4,000 handheld devices have already been given. It will help in financial inclusion,” the Minister said.

After registration of application through online, the candidate has to down-load and print the personalized payment challan form, in triplicate, from the ISRO website which will contain the Name of the candidate, Registration Number, Receipt Account Number, Advertisement No. and post code. The candidates may visit the nearest branch of State Bank of India for remittance of application fee to Receipt Account (35606641030), by using the personalized payment challan of State Bank of India on any day between 28.05.2016 and 18.06.2016. The candidate may download and print the personalized payment challan from the ISRO website on any day between 28.05.2016 and 17.06.2016 and remit the application fee to State Bank of India before 18.06.2016. Upon remittance of the application fee, one copy of the challan form will be retained by State Bank of India (Bank copy) and remaining two parts will be given to the candidates. Out of the two challan parts, the candidate has to send one part of the challn form (ISRO copy) to Sr. Administrative Officer (RMT), ISRO Satellite Centre, Old Airport Road, Vimanapura Post, Bengaluru -560 017 by Ordinary Post superscribing "RECRUITMENT TO THE POST OF ____________________________ (Post Name) [_____________ (Post No.)]" on the envelope within 07 days of filling of application and in any case not later than 24.06.2016. Note : All Women candidates and Scheduled Caste (SC); Scheduled Tribes (ST); Ex-Serviceman (Ex), Persons with Disabilities (PWD) candidates will not get 'Bank Challan copy'. Such candidates will only get a "Personalised Registration confirmation Form" which has to be retained by candidates for future reference.

Selection Process : The qualification prescribed is the minimum requirement and possession of the same does not automatically make the candidates eligible to be called for Written test and Skill test. There will be an initial screening based on the academic performance and other parameters given in the on-line applications and only those screened-in will be called for Written test. Those who qualify in the written test will have to appear for Skill test.

The final selection will be done amongst qualified candidates, purely based on the scores obtained by them in the written test. From amongst candidates who qualify in the Skill test with minimum 60% marks, empanelment shall be done in the order of marks obtained in the written test. Skill test, wherever prescribed will be purely on 'go-no-go' basis and marks obtained in the skill test shall not be considered for selection. In case of a tie in written test scores, the academic scores of the notified qualification shall be the tie breaker.

Note: The written test will be conducted for the screened-in candidates in Bengaluru only.
